外国人への日本語講習を共生社会の礎に

在留外国人が日本語や生活上のルールを学ぶプログラムの創設に向け政府が動き出した。自治体任せだった従来の姿勢を改め、国が責任をもって取り組むのは大きな前進といえる。共生の礎となる充実した内容にしてほしい。

法務省のプロジェクトチーム(PT)が3日に検討内容の報告書をまとめた。外国人が円滑に日本社会に適応できるよう、国の責任で体系的なプログラムを設けるという。自治体の負担軽減につながることを期待したい。

 同様なプログラムは、韓国やドイツなどでは既に移民が公用語を学べる講習を国が低価格で提供している。日本は難民認定者ら一部の外国人に限定していた。

自治体が実施している例もあるが、外国人労働者らが通える日本語教室がない「空白地域」は2024年11月時点で市区町村の38%を占める。国が幅広く提供すれば地域格差を埋められる。

 時間数、目標とする日本語レベル、対面とオンラインをどう組み合わせるかなど具体策はこれからだ。諸外国の例を参考にして、着実にコミュニケーション力が身につく内容にしてほしい。

財源は、外国人が在留資格を更新する際の手数料が当てられる。同手数料は、大幅に増加されるが、政府は増収分を日本語教育の費用などに充てると説明してきた。負担増に見合う中身にしなければならない。

気がかりなのはPTの報告書がプログラムの受講状況を在留審査に反映するとしたことだ。永住許可や一定の長期滞在は受講を許可要件にすべきだとした。試験で熟達度を確認する案も示した。

長く日本で生活していても、学習機会が乏しく日本語に習熟していない外国人は少なくない。一律に高度な日本語力を求め、排除する結果にならないよう慎重に検討してほしい。

政府は昨年以来、在留審査などの厳格化を進めている。経営者向けの在留資格「経営・管理」は要件を引き上げ、申請が9割も減った。一部の外国人の間で法やルールを逸脱する行為や制度の不適正利用があると政府は説明するが、いたずらに警戒を強めれば大きな副作用が生じかねない。

多様な背景をもつ人の力を生かすことが社会・経済を活性化するとの視点を忘れずに政策議論を進めてほしい。外国人に適応を求めるだけではなく、受け入れる側が他国の文化を知り、異なる習慣や価値観を尊重する姿勢も必要だ。

Japanese Language Courses for Foreign Residents as the Foundation of a Harmonious Society

The government has begun taking steps to establish a program for foreign residents to learn Japanese and the rules of daily life. This marks a significant step forward, as the government is shifting from its previous stance of leaving the matter to local governments and is now taking responsibility for the initiative. We hope the program will offer substantial content that serves as the foundation for a harmonious society.

A project team (PT) from the Ministry of Justice compiled a report on its findings on the 3rd. The report states that the national government will establish a systematic program to help foreign residents adapt smoothly to Japanese society. We hope this will help alleviate the burden on local governments.

 Similar programs already exist in countries such as South Korea and Germany, where the national government provides low-cost courses for immigrants to learn the official language. In Japan, such programs had been limited to certain foreign nationals, such as those recognized as refugees.

While some local governments do offer such programs, as of November 2024, “service gaps”—areas without Japanese language classes accessible to foreign workers—accounted for 38% of all municipalities. If the national government provides these programs on a broad scale, it can help bridge regional disparities.

 Specific measures—such as the number of class hours, the target Japanese language proficiency level, and how to combine in-person and online instruction—are yet to be determined. Drawing on examples from other countries, we hope the program will be designed to ensure that participants steadily acquire communication skills.

Funding will come from fees paid by foreign nationals when renewing their residence status. Although these fees will be significantly increased, the government has explained that the additional revenue will be allocated to Japanese language education and other related costs. The program must offer content that justifies this increased financial burden.

One concern is the PT’s report stating that program participation will be factored into residency status reviews. It proposed making program enrollment a requirement for permanent residency and certain long-term stay statuses. It also suggested assessing proficiency through exams.

There are many foreign residents who, despite living in Japan for a long time, have not become proficient in Japanese due to a lack of learning opportunities. I hope the government will carefully consider this matter to ensure that uniformly demanding advanced Japanese proficiency does not result in the exclusion of certain individuals.

Since last year, the government has been tightening residency screening and other procedures. It raised the requirements for the “Business Management” residency status for business owners, resulting in a 90 percent drop in applications. While the government explains that some foreign nationals engage in behavior that violates laws and rules or misuse the system, needlessly heightening vigilance could lead to significant unintended consequences.

I hope policy discussions will proceed without losing sight of the fact that harnessing the talents of people from diverse backgrounds revitalizes society and the economy. It is not enough to simply ask foreign nationals to adapt; those welcoming them must also learn about other countries’ cultures and adopt an attitude of respect for different customs and values.
