川崎市川崎区にて、育成就労を見据え外国人に100時間の日本語教育

川崎市川崎区が市内で働く外国人向けに100時間の日本語講座を初めて提供する。2027年4月から始まる育成就労制度は外国人労働者への100時間の日本語学習を雇用する企業に義務付けており、施行前のモデル事業として実施する。8月から27年3月まで3期に分けて先着20人が利用できる。文化庁による日本語能力の6段階のうち習熟度が低い順から2番目のA2レベルの習得をめざす。A2は日常生活の買い物や道案内、自己紹介、簡単な雑談ができる水準とされている。

　全3期分の受講料は5万5000円（テキスト代別途）と比較的割安に抑えた。基本的にオンライン授業だが、各期の初回と最終回だけ川崎市教育文化会館で対面授業をする。火曜日と木曜日の週2回、午後6時半から同8時半まで2時間学ぶ。

外国人を雇う事業者が川崎市内のハローワークに届け出る外国人雇用状況によると、外国人労働者は25年10月末時点で3万1006人と21年10月末に比べ1万376人（50%）増えている。神奈川県全体でも14万8888人と4万8296人（48%）の増加となっている。

100-Hour Japanese Language Program for Foreigners in Kawasaki Ward, Kawasaki City, Aimed at Supporting Employment Through Training 

Kawasaki Ward, Kawasaki City, will offer a 100-hour Japanese language course for the first time, targeting foreign nationals working within the city. The Employment through Training system, set to begin in April 2027, requires companies hiring foreign workers to provide them with 100 hours of Japanese language instruction; this program is being implemented as a pilot project ahead of the system’s enforcement. The program will run from August through March 2027, divided into three sessions, with 20 participants accepted on a first-come, first-served basis for each session. The goal is to help participants achieve the A2 level—the second-lowest of the six proficiency levels defined by the Agency for Cultural Affairs. The A2 level is considered sufficient for everyday activities such as shopping, asking for directions, introducing oneself, and engaging in simple small talk.

　The tuition fee for all three sessions has been kept relatively low at 55,000 yen (textbook costs not included). While classes are primarily online, the first and final sessions of each term will be held in person at the Kawasaki City Education and Culture Hall. Classes will be held twice a week, on Tuesdays and Thursdays, for two hours each time from 6:30 p.m. to 8:30 p.m.

According to employment status reports submitted by employers hiring foreign nationals to Hello Work offices in Kawasaki City, the number of foreign workers stood at 31,006 as of the end of October 2025, an increase of 10,376 (50%) compared to the end of October 2021. Across Kanagawa Prefecture as a whole, the number rose to 148,888, an increase of 48,296 (48%).

　川崎市川崎区首次面向在市内工作的外国人开设100小时日语课程。将于2027年4月开始实施的“就业培育制度”规定，雇佣外国劳动者的企业必须确保其接受100小时的日语学习，此次课程作为该制度实施前的示范项目而开展。课程将从8月起至27年3月分三期进行，每期限额20人，先到先得。课程目标是达到文化厅日语能力分级标准中从低到高的第二级——A2水平。A2水平被认为能够应对日常购物、问路、自我介绍及简单闲聊等场景。

　三期课程的总学费定为5万5000日元（教材费另计），价格相对实惠。课程基本以在线授课为主，仅每期的第一堂课和最后一堂课在川崎市教育文化会馆进行面授。每周二和周四各一次，下午6点半至8点半，每次学习2小时。

根据雇佣外国人的企业向川崎市内公共职业介绍所申报的外国人雇佣情况，截至25年10月底，外国劳动者人数为3万1006人，较21年10月底增加了1万376人（增幅50%）。神奈川县全境的外国劳动者人数也达到14万8888人，增加了4万8296人（增幅48%）。
