入管庁が日本語能力や制度学習を条件に永住制度を厳格運用することを公表

　出入国在留管理庁は7月31日、今後の外国人政策の基本的な方向性を示す「第2次出入国在留管理基本計画」を公表した。永住許可制度を厳格に運用する。一定水準以上の日本語能力や日本の制度などを学ぶプログラムの受講を許可の条件とする方針などを明記した。

基本計画の策定は2019年以来となる。永住許可制度の運用を見直し、在留管理の適正化を進める。「独立生計要件や国益要件の見直しなども含めて検討していく」と明記した。年収要件などの創設が念頭にある。

在留外国人が大幅に増加しているとし「適正な在留管理の重要性が一層高まっている」と強調した。

Immigration Agency Announces Stricter Enforcement of Permanent Residency System, Making Japanese Language Proficiency and Study of Japanese Systems Conditions for Approval

On July 31, the Immigration Services Agency released the “Second Basic Plan for Immigration and Residence Management,” which outlines the basic direction of future policies regarding foreign nationals. The agency will strictly enforce the permanent residency permit system. The plan explicitly states policies such as making Japanese language proficiency at or above a certain level and participation in programs to study Japanese systems conditions for approval.

This is the first time the Basic Plan has been formulated since 2019. The agency will review the operation of the permanent residency permit system and work to improve the appropriateness of residency management. It explicitly stated that it will “consider revisions, including a review of the requirements for independent livelihood and national interest.” The introduction of requirements such as an annual income threshold is under consideration.

Noting that the number of foreign residents has increased significantly, the agency emphasized that “the importance of proper residency management is growing even further.”

这是自2019年以来首次制定该基本计划。该计划将重新审视永住许可制度的实施，推进在留管理的规范化。计划中明确指出：“将包括重新审视独立生计要件和国益要件等内容在内进行探讨。”此举意在设立年收入要件等新标准。

鉴于在留外国人数量大幅增加，该计划强调：“规范在留管理的重要性日益凸显。”
