「特定技能2号」でキャリアアップ目指すベトナム人青年

外食業界では人手不足が深刻だ。以前から外国人の働き手が活躍しているが、近年は店長や幹部候補として育成する企業が出てきている。こうした動きを後押しするのが、就労系の在留資格「特定技能」だ。人手不足の産業分野で外国人材を受け入れるために2019年に創設された。1号と2号があり、2号を取得すれば従事できる仕事の幅が広がり、事実上永住もできて家族の呼び寄せも可能になる。

モスフードサービスには『ベトナムカゾク』という、ベトナムの人々がモスバーガー店舗で働くための育成プログラムである。

「狙いは日本国内での人材不足解消とアジアに進出する際の幹部候補生育成です。

研修日数は約50日で、日本の会社で働くマナーをはじめ、衛生管理、調理などを学んでいく。日本語教育も重視していて、毎日、研修の振り返りを1000字程度の日本語でまとめるレポート作成も義務づけられている。

研修に参加したベトナム人たちがまず目標にするのが、「特定技能1号」という日本で働くための在留資格だ。

特定技能は2019年4月から始まった制度で、特定産業分野に対する相当程度の知識や技能を持つ外国人を受け入れる在留資格である。取得するには日本語能力試験、分野別技能試験(学科と実技)に合格しなければならない。

特定技能1号は、外食業のほかに介護や宿泊など16分野で働くことができる。分野ごとに従事できる仕事内容が決まっていて、外食業では調理、接客、店舗管理ができる。

日本で在留できる期間は通算で最大5年なので、モスフードサービスは日本で働きながらさらに先の在留資格である「特定技能2号」の資格取得も支援している。

特定技能2号は、1号から介護、自動車運送業、鉄道、林業、木材産業を除いた11分野で働くことができる。取得するにはやはり試験に合格することが必要だ。従事できる業務内容の範囲も広がる。外食業でいえば、1号の「調理、接客、店舗管理」に加えて「店舗経営」も可能になる。つまり店長にもなることができる。在留期間を更新していけば長く定住することも可能で、本国の家族を呼び寄せることもできる。

外食企業で作る日本フードサービス協会では、特定技能1号、2号の試験対策用のテキストを各国言語で作成し、ホームページで無料配布している。同協会によれば、外食産業の人手不足感は強い。

出入国在留管理庁の資料によれば、外食業における特定技能1号在留外国人数は3万5771人、2号が510人となっている(同前)。2号取得者が少ないのは、外食業が2号の対象分野となったのが2023年から、という事情からである。

特定技能2号の試験はかなり難関だ。店舗業務に習熟して日本語能力も高く、店長としても働ける特定技能2号取得の外国人材を求めている外食企業は多い。

Vietnamese Youth Aiming for Career Advancement with “Specified Skilled Worker Type 2”

The food service industry faces a severe labor shortage. While foreign workers have long been active in this sector, companies have recently begun training them as store managers and executive candidates. Driving this trend is the work-based residency status known as “Specified Skilled Worker.” Established in 2019 to accept foreign talent in industries facing labor shortages, it comprises Type 1 and Type 2. Obtaining Type 2 broadens the range of jobs one can undertake, effectively enabling permanent residency and the possibility of bringing family members to Japan.

Mos Food Service operates the “Vietnam Family” program, a training initiative for Vietnamese individuals to work at Mos Burger stores.

"The goal is to address labor shortages in Japan and cultivate future managers for our expansion into Asia.

The training lasts about 50 days, covering workplace etiquette in Japanese companies, hygiene management, cooking, and more. Japanese language education is also emphasized, with trainees required to write daily reports summarizing their training in Japanese, around 1,000 characters each.

The first target for Vietnamese trainees is the “Specific Skills Type 1” visa, enabling them to work in Japan.

The Specified Skilled Worker system, launched in April 2019, is a residency status for accepting foreign nationals possessing a considerable level of knowledge or skills in specific industrial fields. To obtain it, candidates must pass the Japanese Language Proficiency Test and field-specific skill examinations (both written and practical).

Specified Skilled Worker Type 1 allows work in 16 fields, including food service, nursing care, and lodging. The specific job duties permitted vary by field; in food service, this includes cooking, customer service, and store management.

Since the maximum cumulative period of stay in Japan is five years, Mos Food Services also supports workers in obtaining the subsequent residence status, “Specific Skills Type 2,” while working in Japan.

Specific Skills Type 2 allows work in 11 fields, excluding nursing care, motor vehicle transportation, railways, forestry, and the wood industry, from those permitted under Type 1. Passing the required examinations is also necessary to obtain this status. The scope of permissible work activities expands. In the food service industry, this means that in addition to the “cooking, customer service, and store management” allowed under Type 1, “store management” becomes possible. In other words, becoming a store manager is an option. By renewing residency periods, long-term settlement becomes feasible, and workers can also bring their families from their home country.

The Japan Foodservice Association, established by foodservice companies, has created exam preparation textbooks for Type 1 and Type 2 Specific Skills in multiple languages and distributes them free on its website. According to the association, the foodservice industry faces a significant labor shortage.

According to data from the Immigration Services Agency, the number of foreign nationals with Type 1 Specific Skills in the foodservice industry is 35,771, while Type 2 holders number 510 (ibid.). The low number of Type 2 holders stems from the fact that the food service industry only became an eligible field for Type 2 in 2023.

The Type 2 exam is quite challenging. Many food service companies seek foreign workers with Type 2 certification who are highly proficient in store operations, possess strong Japanese language skills, and can work as store managers.

越南青年以“特定技能2号”实现职业晋升

餐饮业面临严重的人手短缺问题。虽然外国劳工早已活跃于该行业,但近年来越来越多的企业开始培养他们担任店长或管理层候选人。推动这一趋势的正是工作类居留资格“特定技能”。该签证于2019年设立,旨在为劳动力短缺的产业领域引进外国人才。分为1号和2号两类,取得2号签证后可从事的工作范围更广,实际上可实现永久居留并接纳家属。

摩斯食品服务公司设有“越南家族”项目,这是为越南人提供在摩斯汉堡门店工作的培训计划。
