訪日客の事前入国審査必須にになり、未認証なら搭乗禁止になる
政府が特別国会に提出する入管法改正案の全容が判明した。2028年度中に導入する外国人向けの事前入国審査制度「JESTA(ジェスタ)」に関し、認証を得ていない場合は航空機などの搭乗を拒否するように事業者に義務づける。在留資格の更新に必要な手数料の上限も大幅に引き上げる。
JESTAは観光など短期ビザを免除している国・地域からの訪日客を対象にする。日本への渡航前にオンラインで職業や渡航目的、宿泊場所などの申告を求める。出入国在留管理庁が確認し、問題がなければ認証する。手数料も徴収する。
不法に滞在期間を超えるオーバーステイや犯罪歴のある人の入国を防ぐ狙いがある。米国の「電子渡航認証システム(ESTA)」を参考にした。
外国人がJESTAで認証を得ていない場合、航空や船舶会社といった事業者に「運送禁止義務」を課す。空港などでチェックインする際、事業者は入管庁に外国人の氏名などの個人情報を共有する。認証があると通知される場合に限り、航空券などを発行できる仕組みにする。
入国後は審査端末で顔写真と指紋を登録し、問題がなければ自動の顔認証ゲートを通って手続きできるようになる。訪日客の増加で入国審査の待ち時間の長さが課題になっているので、待ち時間の短縮につなげる。
改正案には在留資格を更新する際の手数料の上限引き上げも盛り込まれる。10万円を上限とし、永住許可は30万円を上限にする。実際の金額は政令で決まる。
上限引き上げは26年度末までに実施する。手数料の増収分は審査のシステム維持費や人件費などに充てる。
現在、在留資格の更新手数料は窓口で手続きすると6000円かかる。在留外国人が経済的に困窮していると判断すれば、減額や免除といった措置も盛り込む。
Pre-entry screening becomes mandatory for visitors to Japan; boarding denied without certification

The aim is to prevent entry by individuals with overstay risks or criminal histories. It draws inspiration from the U.S. Electronic System for Travel Authorization (ESTA).
If a foreign national has not obtained JESTA certification, carriers like airlines and shipping companies will be obligated to refuse transportation. At check-in points like airports, carriers will share the foreign national's personal information, such as their name, with the Immigration Bureau. The system will only allow the issuance of tickets, etc., if notification is received that certification has been granted.
After entry, visitors will register their facial photo and fingerprints at inspection terminals. If no issues are found, they can proceed through automated facial recognition gates. This aims to reduce waiting times at immigration, a growing challenge due to increased visitor numbers.
The amendment also includes raising the upper limit for fees when renewing residence status. The cap will be set at 100,000 yen, with a 300,000 yen cap for permanent residence permits. Actual amounts will be determined by cabinet order.
The fee cap increase will be implemented by the end of fiscal year 2026. The additional revenue from the increased fees will be allocated to cover system maintenance costs and personnel expenses for the screening process.
Currently, the fee for renewing a residence status at a counter is 6,000 yen. Measures for fee reductions or exemptions will also be included if a foreign resident is determined to be in financial hardship.

该制度旨在防止非法滞留及有犯罪记录者入境,其设计参考了美国“电子旅行许可系统(ESTA)”。
若外国人未通过JESTA认证,将对航空公司、船运公司等运营商实施“禁止运输义务”。在机场等场所办理登机手续时,运营商需向入管厅共享外国人姓名等个人信息。仅当系统通知已完成认证时,方可签发机票等票证。
入境后,旅客需在审查终端登记照片与指纹,若无异常即可通过自动人脸识别闸机完成手续。随着访日游客激增,入境审查排队时间成为亟待解决的问题,此举将有效缩短等待时长。
修订案同时包含提高居留资格更新手续费上限的内容。普通居留手续费上限设为10万日元,永久居留许可上限为30万日元,具体金额将通过政令确定。
费用上限调整将于2026年度末前实施。新增收到的手续费将用于支付审查系统维护费及人事费用等。
目前,在窗口办理居留资格更新手续需支付6000日元。若判定在留外国人经济困难,将采取减免手续费等措施。
