外国人の専門人材「技人国」について、派遣の際に単純労働防止で誓約書が必要になる　

出入国在留管理庁は専門性の高い職に就く在留資格「技術・人文知識・国際業務（技人国）」について、派遣元と派遣先の企業に単純労働など資格外の活動をしないと確約する誓約書の提出を求める。3月9日から運用を始める。

同資格は通訳やエンジニアなどの利用を想定するものの、店舗や工場などで単純作業に就くケースが指摘されていた。不正な就労が発覚すれば出入国管理法違反になる恐れがある。

技人国で在留する外国人は2025年6月末時点で45万人程度いる。在留資格別の人数では永住に次いで2番目に多い。

政府が1月に取りまとめた外国人政策の「総合的対応策」は「認められた活動内容に該当しない業務に従事する」といった事案へ対応が必要だと記した。資格外の業務に就いている恐れがある企業や派遣先の活動状況の調査を進める方針を示した。

The Immigration Services Agency will require both dispatching and receiving companies to submit a written pledge confirming that the holder will not engage in activities outside their visa status, such as simple labor, for the “Technical, Humanitarian, and International Services” visa, which permits employment in highly specialized positions. This measure will take effect on March 9.

While this status is intended for roles like interpreters and engineers, cases have been identified where individuals hold positions involving simple tasks in stores or factories. If unauthorized work is discovered, it could constitute a violation of the Immigration Control Act.

As of the end of June 2025, approximately 450,000 foreign nationals reside in Japan under the “Technical/Humanities/International Services” status. By residence status, this is the second largest group after permanent residents.

The government's “Comprehensive Measures for Foreign Nationals Policy,” finalized in January, noted the need to address cases where individuals “engage in work not covered by their authorized activities.” It outlined plans to investigate companies and dispatch destinations suspected of employing individuals in unauthorized work.

截至2025年6月底，持“技人国”签证在留的外籍人士约45万人，在各类居留资格中仅次于永久居留者，位列第二。

政府今年1月制定的《外国人政策综合对策》指出，需应对“从事超出许可活动范围的工作”等案件。该政策表明将推进对可能存在超资格工作行为的企业及派遣单位的活动状况调查。
