インドネシアの国営バス会社と特定技能バス運転手を育成

ウィルグループ傘下のウィルオブ・ワーク（東京・新宿）は5日、インドネシアの国営バス会社トランスジャカルタと現地の人材会社の3社で、特定技能のバス運転手の育成などで覚書（MOU）を交わしたと発表した。現地の現役バス運転手らに日本語の教育や運転を教習し、まずは年間200人を日本へ送り出す方針だ。

インドネシア国内で働く現役のバス運転手や、トランスジャカルタが運営する教育機関の学生などを対象に送り出す。現地の人材会社が送り出し機関を担い、ウィルオブ・ワークが日本のバス運行会社の紹介や免許取得などを支援する。

日本での免許を取得するにあたり、外国運転免許の切り替えを希望する場合は、現地で切り替えの試験対策を実施する予定だ。

国土交通省によると、バス運転手は2030年に必要人員の3割にあたる3万6000人が不足する見込みだ。特定技能制度で24年に自動車運送業が追加され、外国人ドライバーの受け入れ制度は整ったものの、日本語能力試験の合格や大型2種免許の取得が壁となり、受け入れを躊躇する企業は少なくない。

外国人バスドライバーの受け入れは、日本のバス業界が直面する人手不足や運転免許取得期間の短縮に寄与することが見込まれる。

Will Group Subsidiary Signs MOU with Indonesian State-Owned Bus Company to Train Specified Skilled Bus Drivers

Will of Work (Shinjuku, Tokyo), a subsidiary of the Will Group, announced on the 5th that it has signed a memorandum of understanding (MOU) with Indonesia's state-owned bus company TransJakarta and a local staffing agency. The three parties will collaborate on training specified skilled bus drivers. The plan is to provide Japanese language education and driving instruction to current local bus drivers, initially sending 200 individuals to Japan annually.

Participants will include current bus drivers working in Indonesia and students from educational institutions operated by TransJakarta. The local staffing agency will serve as the sending organization, while Will of Work will support introductions to Japanese bus operators and license acquisition.

For those wishing to convert their foreign driver's license to a Japanese license, preparatory training for the conversion exam will be provided locally.

According to the Ministry of Land, Infrastructure, Transport and Tourism, Japan is projected to face a shortage of 36,000 bus drivers by 2030, equivalent to 30% of the required workforce. Although the Specific Skills system was expanded to include motor transport in 2024, establishing a framework for accepting foreign drivers, many companies hesitate due to barriers like passing the Japanese Language Proficiency Test and obtaining a Class 2 large vehicle license.

Accepting foreign bus drivers is expected to help address the labor shortage facing Japan's bus industry and shorten the time required to obtain a driver's license.

印尼国营巴士公司与特定技能巴士司机培养计划

威尔集团旗下子公司威尔奥夫·沃克（东京·新宿）于5日宣布，与印尼国营巴士公司TransJakarta及当地人才公司三方签署备忘录（MOU），共同推进特定技能巴士司机的培养工作。该计划将为当地现役巴士司机提供日语教育及驾驶培训，初期目标每年向日本输送200名人才。

输送对象包括在印尼国内工作的现役巴士司机，以及TransJakarta运营的教育机构学员。当地人力资源公司将担任派遣机构，Will of Work则负责对接日本巴士运营企业并协助考取驾照。

针对希望转换外国驾照的学员，将在当地开展转换考试的专项培训。

据日本国土交通省预测，到2030年日本将面临3.6万名巴士司机短缺，相当于需求量的30%。虽然2024年汽车运输业被纳入特定技能制度，为接收外国司机建立了制度框架，但日语能力考试合格要求及大型二种驾照获取门槛成为阻碍，不少企业仍对接收持观望态度。

接收外国巴士司机有望缓解日本巴士行业面临的人手短缺问题，并缩短驾驶执照获取周期。
