外国人の免許切り替え、筆記試験の合格率90%→40%に　

海外の運転免許証を保有する外国人が日本の免許証を取得する「外免切り替え」について、警察庁は3月2日、昨年10月に厳格化した試験の実施状況を公表した。交通ルールの理解を問う筆記の「知識試験」の合格率は従来の90%から40%に、技能試験でも30%から10%と大幅に低下した。同庁は試験の厳格化が影響したとみている。

外免切り替えは交通に関するジュネーブ条約に未加盟の国から日本を訪れる外国人を中心に利用され、2024年に免許を切り替えた外国人は約6万8千人に上り、15年の2倍以上に増えた。

一方、「知識試験が簡単」と問題視する声に加え、外免切り替えの外国人による事故が相次ぎ、同庁は昨年10月から知識・技能双方の試験内容を厳しくした。知識試験は10問から50問に増やし、合格に必要な正解率も70%から90%にした。技能試験でも横断歩道通過時の対応など確認する内容を追加した。

同庁によると昨年10月から12月の3カ月に知識試験を受けた人の合格率は42.8%で、技能試験は13.1%だった。24年の合格率は知識試験が92.5%、技能試験が30.4%だった。同庁は「日本で必要な交通ルールの知識や運転技能の確認を引き続き徹底していきたい」と話している。

同庁によると、訪日客や在留外国人の増加に伴い、25年に発生した外国人運転手による交通事故は7906件、死亡・重傷事故は587件といずれも過去10年で最多だった。

昨年10月の制度見直しでは試験の厳格化のほか、国籍にかかわらず住民票の写しの提出を原則必須とした。住民票がない外国人観光客には切り替えを認めない運用に改めた。

Pass rate for written test in foreign license conversion drops from 90% to 40%　

Regarding the “foreign license conversion” process where foreigners holding overseas driver's licenses obtain Japanese licenses, the National Police Agency announced on March 2 the implementation status of the stricter tests introduced last October. The pass rate for the written “knowledge test,” which assesses understanding of traffic rules, dropped significantly from the previous 90% to 40%. The pass rate for the skills test also fell sharply from 30% to 10%. The agency attributes this decline to the stricter testing requirements.

The foreign license conversion system is primarily used by foreigners visiting Japan from countries not party to the Geneva Convention on Road Traffic. In 2024, approximately 68,000 foreigners converted their licenses, more than double the number in 2015.

However, concerns arose that the knowledge test was too easy, compounded by a series of accidents involving foreigners using the conversion system. Consequently, the National Police Agency tightened the content of both the knowledge and skills tests starting last October. The written test was expanded from 10 to 50 questions, and the required passing score was raised from 70% to 90%. The skills test also added new requirements, such as confirming proper actions when passing a crosswalk.

According to the agency, the pass rate for the written test from October to December last year was 42.8%, while the skills test pass rate was 13.1%. In 2024, the pass rates were 92.5% for the knowledge test and 30.4% for the skills test. The agency stated, “We intend to continue thoroughly verifying the knowledge of traffic rules necessary in Japan and driving skills.”

According to the agency, with the increase in visitors to Japan and foreign residents, traffic accidents caused by foreign drivers in 2025 reached 7,906 cases, and fatal or serious injury accidents reached 587 cases, both the highest in the past 10 years.

Last October's system revision tightened examination standards and made submitting a copy of the resident registration certificate mandatory for all applicants, regardless of nationality. The policy now prohibits foreign tourists without a resident registration certificate from switching to a Japanese driver's license.

外国人驾照转换考试笔试合格率从90%降至40%　

针对持有海外驾照的外国人转换日本驾照的“外免转换”制度，日本警察厅于3月2日公布了去年10月实施严格化考试后的实施情况。考察交通规则理解的笔试“知识考试”合格率从原先的90%降至40%，技能考试合格率也从30%大幅下滑至10%。警方认为这是考试严格化带来的影响。

该制度主要服务于来自未加入《日内瓦交通公约》国家的访日外国人。2024年通过转换驾照的外国人约达6.8万人，较2015年增长两倍以上。

然而，在“笔试过于简单”的质疑声中，持外免转换驾照的外国人频发交通事故，促使警方自去年10月起同时收紧知识与技能两项考试内容。理论考试题目从10道增至50道，合格所需正确率从70%提高至90%。路考也新增了横穿人行横道时的应对措施等考核内容。

据该厅统计，去年10月至12月三个月内参加理论考试者的合格率为42.8%，路考合格率仅13.1%。2024年合格率方面，知识考试达92.5%，技能考试为30.4%。该厅表示：“我们将继续严格落实对日本必要交通规则知识及驾驶技能的考核。”

去年10月制度修订时，除加强考试严格性外，还规定无论国籍均须提交居民登记复印件。对于无居民登记的外国游客，现行政策已改为不予换发驾照。
