中長期在留なら「日本語や社会規範」学習を義務化へ

政府の外国人政策の見直しを検討する有識者会議が近くまとめる意見書案が1月７日、判明した。外国人との共生策として、在留外国人向けに日本語や社会規範を学習するプログラムを創設するよう提唱した。帯同する家族も対象とし、中長期の在留資格を取得する条件として受講の義務づけを検討すべきだと明記した。

　意見書は1月８日の会議で案が示され、今月中に取りまとめられる。政府は意見書を踏まえ、月末にも外国人政策の基本方針を策定する方針だ。

Mandatory Japanese Language and Social Norms Training for Mid-to-Long-Term Residents

A draft opinion paper to be finalized soon by an expert panel reviewing the government's foreigner policy was revealed on January 7. As a measure for coexistence with foreigners, it advocates creating a program for foreign residents to learn Japanese and social norms. It explicitly states that accompanying family members should also be included and that participation should be considered a mandatory condition for obtaining mid-to-long-term residency status.

　The draft opinion paper will be presented at the January 8th meeting and finalized within this month. Based on this opinion paper, the government plans to formulate its basic policy on foreigner policy by the end of the month.

中长期居留者将强制学习“日语及社会规范”

政府审议外国人政策的专家会议拟于近期汇总的意见书草案于1月7日曝光。该草案作为与外国人共生对策，提议为在留外国人设立日语及社会规范学习项目。草案明确指出，应将随行家属也纳入对象范围，并考虑将参加学习作为取得中长期居留资格的条件。

　该意见书草案将于1月8日会议上提交，并于本月内最终定稿。政府计划基于此意见书，于月底前制定外国人政策基本方针。
