在留手数料の引き分けは根拠が不明確

The Rationale for the Increase in Residence Status Fees Is Unclear
A bill to amend the Immigration Control Act, which would raise the fees for foreign nationals renewing their residence status, is currently under deliberation in the Diet. The bill proposes raising the upper limit of these fees to 10 to 30 times the current amount, and it is estimated that a total of 2.3 million people will be affected annually. Foreign nationals residing in Japan generally obtain residence status based on their purpose, such as employment or study, and typically renew it every three months to five years. If the bill passes, the maximum fee for renewing a stay or changing status will rise from the current 10,000 yen to 100,000 yen, while the fee for permanent residency will increase from 10,000 yen to 300,000 yen. The government has indicated a policy of setting the fee at around 10,000 yen for stays of three months or less and around 70,000 yen for five-year stays. Currently, both are 6,000 yen, so this would represent a significant increase. The maximum fee has not been changed since 1981, so it is reasonable to adjust it to reflect rising prices and other economic conditions. However, the problem lies in the lack of clarity regarding the basis for these amounts and their intended purpose. The Immigration Services Agency claims the funds will be used for the digitization of immigration administration and Japanese language programs, but it has not specified how much is needed for each item. There are also concerns regarding the handling of refugee applications. While the amendment stipulates that fees may be waived or reduced in cases of financial hardship, it remains unclear exactly which cases would qualify. There is also anxiety that people at risk of persecution in their home countries may be forced to return home because they cannot renew their status of residence in Japan. For the “Management and Administration” status of residence, intended for business owners, the capital requirement has been raised from 5 million yen to 30 million yen.
