在留資格更新料がさらに高くなる

2025年4月1日から在留資格の更新・変更手数料が引き上げられている。

• 在留期間の更新手数料：4,000円 → 6,000円
• 永住許可申請手数料：8,000円 → 10,000円

政府は、2027年度に在留資格関連の手数料を「更新3〜4万円」「永住許可10万円」程度まで大幅に引き上げる方針である。

手数料の上限を定める入管法を改正し、決定される見通しだが、現時点では以下が想定されている。

• 在留期間の更新申請手数料：3〜4万円前後
• 永住許可申請手数料：10万円前後

出入国在留管理庁によると25年6月末時点の在留外国人はおよそ395万人。22年から年率およそ10%のペースで伸びている。在留資格を審査する職員の人件費やシステムの更新で費用がかさんでいるという。在留管理のデジタル化や不法滞在者対策にかかる費用も考慮して、費用が増加される。

対応策としては、できるだけ早いタイミングで「5年の在留期間」を取得し、最終的に永住権の取得へと進むことが、長期的な負担を軽減することになる。

費用の負担増は避けられないため、企業・外国人双方が「更新回数を減らす」「不許可リスクを避ける」「早期に長期在留を確保する」ことが今まで以上に重要になる。

Residence Status Renewal Fees to Increase Further

Fees for renewing or changing residence status have been raised since April 1, 2025.

* Residence period renewal fee: ¥4,000 → ¥6,000

* Permanent residence application fee: ¥8,000 → ¥10,000

The government plans to significantly raise residence status-related fees by fiscal year 2027, targeting approximately “¥30,000 to ¥40,000 for renewals” and “¥100,000 for permanent residence permits.”

This is expected to be decided through amendments to the Immigration Control Act, which sets fee caps. Current projections are as follows:

* Application fee for residence period renewal: Around ¥30,000 to ¥40,000

* Application fee for permanent residence permit: Around ¥100,000

According to the Immigration Services Agency, the number of foreign residents as of the end of June 2025 was approximately 3.95 million. This figure has been growing at an annual rate of about 10% since 2022. Costs are rising due to personnel expenses for staff reviewing residence status applications and system upgrades. Expenses related to digitizing residence management and countermeasures against illegal residents are also being considered in the fee increases.

As a countermeasure, securing a “5-year period of stay” as early as possible and ultimately progressing toward permanent residency will help reduce the long-term burden.

Since increased cost burdens are unavoidable, it becomes more important than ever for both companies and foreign nationals to “reduce the number of renewals,” “avoid the risk of application rejection,” and “secure long-term residency early.”

居留资格更新费用将进一步提高

自2025年4月1日起，居留资格的更新及变更手续费已上调。

* 居留期限更新手续费：4,000日元 → 6,000日元

* 永久居留许可申请手续费：8,000日元 → 10,000日元

政府计划在2027年度将居留资格相关手续费大幅上调至“更新费3~4万日元”、“永住许可费10万日元”左右。预计将通过修订规定手续费上限的《入管法》来落实，目前设想标准如下：

* 居留期限更新申请费：3~4万日元左右

* 永住许可申请费：10万日元左右

据出入国在留管理厅统计，截至2025年6月底在留外国人约395万人，自2022年起以年均约10%的速度增长。由于审查在留资格的人员薪酬及系统更新成本持续攀升，加之需考虑在留管理数字化及非法滞留者对策等支出，相关费用将随之增加。

应对策略在于尽早取得“五年居留期”，最终迈向永久居留权，此举可减轻长期负担。

鉴于费用负担增加不可避免，企业与外国人士双方“减少更新次数”‘规避拒签风险’“尽早确保长期居留”的重要性较以往更为凸显。
