Foreigners Working Under Specific Skills Category 1

The government introduced the Specific Skills system in 2019 to accept foreign nationals possessing certain specialized skills and Japanese language proficiency.

In 2024, four new fields—automotive transportation (including truck drivers), railways, forestry, and the timber industry—were added as eligible for Specific Skills Category 1.

Tourist bus companies are hiring foreign nationals who, after a training period, are expected to work as drivers.

According to the Japan Bus Association, the driver shortage is projected to reach 36,000 by 2030. If this occurs, 25% of buses would be unable to operate.

Some foreign nationals are also working for railway companies after completing skills training in railway electrical equipment construction.

Wood processing companies are accepting students who specialized in wood processing in their home countries. Facing a declining workforce due to an aging population, the industry is cooperating to advance these acceptances.

As of June 2025, there are approximately 330,000 Specified Skilled Workers. For coexistence with foreign nationals, it is essential that they not only possess the required skills but also thoroughly understand Japanese language and local rules of life. Simultaneously, a robust support system is necessary.
