外国人との共生社会の実現に向けたロードマップ

政府は、「外国人との共生社会の実現に向けたロードマップ」を示している。

ロードマップでは、我が国が目指すべき外国人との共生社会の三つのビジョンを示している。

• 安全・安心な社会
  これからの日本社会を共につくる一員として外国人が包摂され、全ての人が安全に安心して暮らすことができる社会
• 多様性に富んだ活力ある社会
  様々な背景を持つ外国人を含む全ての人が社会に参加し、能力を最大限に発揮できる、多様性に富んだ活力ある社会
• 個人の尊厳と人権を尊重した社会
  外国人を含め、全ての人がお互いに個人の尊厳と人権を尊重し、差別や偏見なく暮らすことができる社会

ロードマップでは、上記三つのビジョンを実現するために取り組むべき中長期的な課題として、四つの重点事項を掲げています。

１ 円滑なコミュニケーションと社会参加のための日本語教育等の取組

２ 外国人に対する情報発信・外国人向けの相談体制の強化

３ ライフステージ・ライフサイクルに応じた支援

４ 共生社会の基盤整備に向けた取組

外国人と日本人の双方に取ってWin-Winな施策になることを願う。

Roadmap for Realizing a Society of Coexistence with Foreign Nationals

The government has presented the “Roadmap for Realizing a Society of Coexistence with Foreign Nationals.”

The roadmap outlines three visions for the society of coexistence with foreign nationals that Japan should aim to achieve.

* A Safe and Secure Society
A society where foreign nationals are included as members contributing to the future of Japanese society, and where all people can live safely and securely

* A Diverse and Vibrant Society
A diverse and vibrant society where all people, including foreigners from various backgrounds, participate in society and can maximize their abilities.

* A Society Respecting Individual Dignity and Human Rights
A society where all people, including foreigners, respect each other's individual dignity and human rights, and can live free from discrimination and prejudice.

The roadmap identifies four key priorities as medium-to-long-term challenges to achieve the above three visions:

1. Initiatives for Japanese language education and other measures to facilitate smooth communication and social participation

2. Strengthening information dissemination to foreigners and consultation systems for foreigners

3. Support tailored to life stages and life cycles

4. Initiatives to build the foundation for a coexistence society

I hope these measures will be mutually beneficial for both foreigners and Japanese citizens.

实现与外国人共生社会的路线图

政府公布了《实现与外国人共生社会的路线图》。

该路线图提出了我国应致力于构建的与外国人共生社会的三大愿景。

* 安全安心的社会
外国人作为共同建设未来日本社会的成员获得包容，所有人皆能安全安心生活的社会

* 多元活力型社会
包含不同背景的外国人，所有成员均能参与社会活动并充分发挥才能，形成多元共生的活力社会

* 尊重个人尊严与人权的社会
全体成员（含外国人）相互尊重个人尊严与人权，实现无歧视、无偏见的生活环境

路线图提出四项重点事项作为实现上述三大愿景的中长期课题：

１ 推进日语教育等促进顺畅沟通与社会参与的举措

２ 强化面向外国人的信息发布及咨询体系

３ 提供契合人生阶段与生命周期的支援

４ 推进共生社会基础建设

期盼这些政策能为外国人和日本人创造双赢局面。
