外国人入国者、25年に最多4243万人　中国人は渡航自粛で12月半減

出入国在留管理庁は30日、2025年の外国人入国者数の速報値を公表した。全体で4243万人と24年から15%増加し、過去最多を2年連続で更新した。中国人は再入国を除く新規入国が25年12月は28万人と前年同月比で半分近く減った。中国による渡航自粛の呼びかけが響いた。

中国外務省は11月中旬、高市早苗首相の台湾有事発言を受けて中国国民へ日本への渡航を当面控えるよう注意喚起した。減少傾向が続けば、国内の宿泊や百貨店など観光客の割合が比較的高い業種への影響も懸念される。

月別の中国人の新規入国は1〜10月に50万〜80万人台で推移していた。11月は45万人だった。12月は28万人で前年同月比で47%減少した。

年間でみると、中国人は新規入国が722万人で前年より32%増えた。国・地域別で最多の韓国（923万人、前年比7%増）に次ぐ多さだった。台湾（639万人、12%増）や米国（324万人、22%増）が続いた。

全体の入国者数はインバウンド（訪日外国人）の短期滞在者や、日本の在留資格を取得して中長期で滞在する在留外国人を含む。

在留資格別では「短期滞在」が3846万人で98%を占めた。留学の18万人、技能実習が16万人と続いた。

Foreign Visitors to Japan Hit Record 42.43 Million in 2025; Chinese Travelers Halved in December Due to Travel Restraint

The Immigration Services Agency announced preliminary figures for foreign arrivals in 2025 on the 30th. The total reached 42.43 million, a 15% increase from 2024, setting a new record high for the second consecutive year. Excluding re-entries, new arrivals from China in December 2025 were 280,000, nearly halving from the same month the previous year. This reflects the impact of China's call for its citizens to refrain from travel.

In mid-November, China's Ministry of Foreign Affairs issued a warning to its citizens to temporarily refrain from traveling to Japan, following Prime Minister Sanae Takaichi's remarks regarding a potential Taiwan contingency. If this downward trend continues, concerns arise about the impact on industries with relatively high tourist proportions, such as domestic lodging and department stores.

Monthly new Chinese arrivals had ranged between 500,000 and 800,000 from January to October. November saw 450,000 arrivals. December recorded 280,000 arrivals, a 47% decrease compared to the same month last year.

For the full year, new Chinese arrivals totaled 7.22 million, a 32% increase from the previous year. This was the second-highest number by country/region, following South Korea (9.23 million, a 7% increase year-on-year). Taiwan (6.39 million, up 12%) and the United States (3.24 million, up 22%) followed.

The total number of arrivals includes both short-term visitors (inbound tourists) and foreign residents staying in Japan on mid-to-long-term visas.

By visa type, “Short-term Visitor” visas accounted for 98% of arrivals at 38.46 million. This was followed by 180,000 students and 160,000 technical interns.

中国外交部11月中旬针对日本首相高市早苗有关台湾事态的言论，呼吁中国公民暂时避免赴日旅行。若减少趋势持续，预计将对住宿业、百货店等游客占比相对较高的行业造成冲击。

按月统计，1至10月中国新入境人数维持在50万至80万区间，11月为45万人，12月则骤降至28万人，同比减少47%。

全年数据看，中国新入境人数达722万人，同比增长32%，仅次于位居首位的韩国（923万人，同比增长7%）。台湾（639万人，增长12%）和美国（324万人，增长22%）位列其后。

入境总人数包含短期访日外国人及取得日本居留资格的中长期在留外国人。

按居留资格分类，“短期逗留”达3846万人，占总数的98%。其次为留学（18万人）和技能实习（16万人）。
