外国人材を増やすことは、日本人の働き易さ改善にも効果がある


日本で働く外国人が増えている。言語の壁に加えて、「暗黙の了解」が多い日本企業では、文化的背景の違いを理由にした課題が生まれやすい。

企業が評価体制の明文化や業務のマニュアル化を進めることで、日本人を含む誰にとっても働きやすい環境に変わる例が増えつつある。

外国人の雇用を増やすには、就業規則や給与、等級制度などの規定を改定し、評価軸をより明確にする必要がある。就労の態度や休憩に関する考え方などは文化的な差が出やすい。例えば仕事中に携帯電話を触らないといったルールを明文化したり、宗教上の理由で礼拝が必要な場合は休憩時間に行うなどをルール化する必要がある。

公正な評価体制を追求することは、日本人の社員にとってもモチベーションの向上につながる。

厚生労働省の「外国人雇用状況」の届け出状況によると、24年10月末時点で、外国人労働者数は230万人と、届け出が義務化された07年以降で最多を更新した。雇用者全体に占める外国人労働者の割合も、08年の0.9%から3.8%に上昇した。

現在は専門的な知識や技術を持ついわゆる「高度人材」が多数派だが、政府は能力に関わらずより幅広い人材を受け入れる方針だ。27年には技能実習に代わる新制度「育成就労」を新設する。特定技能に移行して長く日本で活躍してもらうことを目指している。

これらの方針によって非高技能者の割合はさらに高まることが見込まれる。

「円安の進行と日本人労働者を含めた全体的な実質賃金の停滞で、高度人材にとって日本の労働市場としての魅力は相対的に低下している」ためだ。

雇用元は中小企業が多い。人材育成の制度や設備投資を実施する企業を支援するなど、より良い労働環境を支える仕組みが必要だ。

高市早苗政権は、永住の資格を認める条件の厳格化や在留資格のテコ入れなど、外国人の受け入れに関する制度などの見直しを進めている。環境が整わないままに人数を重視し受け入れてきた状態を改善することは必要だが、政策などが排外主義的にならないか注視する必要がある。

外国人政策を進める上で重要なのは、日本人を含めたより良い労働環境の整備だ。多文化共生を前提にした相互理解を意識することも不可欠だ。

Increasing foreign talent also improves working conditions for Japanese employees

The number of foreigners working in Japan is growing. Beyond language barriers, Japanese companies often operate with many unspoken rules, making it easy for challenges to arise due to cultural differences.

More companies are now creating environments that are easier for everyone, including Japanese employees, to work in by formalizing evaluation systems and standardizing work procedures.

To increase foreign employment, companies need to revise regulations like work rules, salary structures, and grading systems, making evaluation criteria clearer. Cultural differences often emerge in attitudes toward work or break times. For example, rules like prohibiting mobile phone use during work hours should be formalized, and provisions should be made for religious breaks during designated rest periods.

Pursuing a fair evaluation system also boosts motivation among Japanese employees.

According to the Ministry of Health, Labour and Welfare's “Status of Foreign Worker Employment” reporting, the number of foreign workers reached 2.3 million as of the end of October 2024, the highest since mandatory reporting began in 2007. The proportion of foreign workers among all employees also rose from 0.9% in 2008 to 3.8%.

While highly skilled professionals currently form the majority, the government aims to accept a broader range of workers regardless of skill level. In 2015, it introduced the new “Skilled Development Employment” system to replace the Technical Intern Training Program. The goal is to transition workers into the Specified Skilled Worker system for long-term employment in Japan.

These policies are expected to further increase the proportion of non-highly skilled workers.

This is because “the yen's depreciation and the overall stagnation of real wages, including for Japanese workers, have relatively diminished the appeal of Japan's labor market for highly skilled workers.”

Most employers are small and medium-sized enterprises (SMEs). Mechanisms supporting better working environments are needed, such as assisting companies that implement personnel development systems and make capital investments.

The Sanae Takaichi administration is advancing revisions to systems concerning foreign worker acceptance, such as tightening conditions for granting permanent residency and overhauling residence statuses. While it is necessary to improve the situation where numbers were prioritized over establishing proper conditions, it is crucial to monitor whether policies become exclusionary.

Crucial to advancing foreign worker policies is creating better working environments for all, including Japanese nationals. Consciously fostering mutual understanding based on multicultural coexistence is also indispensable.
