政府は外国人が帰化を申請するための居住期間の条件を5年から10年に延ばす方向で検討中。国籍法では、5年以上となっているが、政府は、認定する法務大臣の裁量として10年以上にしたい考え。政府は2026年1月を目処に外国人政策の基本方針を取りまとめる予定である。

厳格化される実質的要件は以下のとおり。

1. 居住要件

　就労状況、居住地の継続性

1. 税金・社会保険の未納・滞納状況の厳格審査

住民税、国民年金、国民健康保険の納付履歴が審査される。

1. 日本社会との結びつきの強さ

単に住んでいるだけでなく、日本社会に定着して、コミュニティの一員として責任を果たしているか。

帰化の申請は予約が必要ですが、2025年12月現在7ヶ月待ちとのことです。

Naturalization requirements may extend from 5 to 10 years

The government is considering extending the residency period requirement for foreigners applying for naturalization from 5 to 10 years. While the Nationality Act currently stipulates a minimum of 5 years, the government intends to allow the Minister of Justice discretion to extend this to 10 years or more. The government plans to finalize its basic policy on foreigner affairs by January 2026.

The substantive requirements to be tightened are as follows:

1. Residency Requirements

Employment status, continuity of residence

2. Strict review of unpaid or delinquent taxes and social insurance

Payment history for resident tax, national pension, and national health insurance will be reviewed.

3. Strength of ties to Japanese society

Not merely residing, but whether the applicant is settled in Japanese society and fulfilling responsibilities as a community member.

Appointments are required for naturalization applications, with a 7-month wait as of December 2025.

归化条件可能从5年延长至10年

政府正考虑将外国人申请归化的居住期限从5年延长至10年。现行国籍法规定为5年以上，但政府拟赋予法务大臣裁量权，允许将期限延长至10年以上。政府计划于2026年1月前制定外国人政策基本方针。

具体收紧的实质性要求如下：
