物流業界では外国人ドライバーの育成が必要
物流業界ではトラックドライバーの不足が深刻で、2030年には20万〜30万人が不足し、物流の40%が運べなくなる可能性がある。
政府は外国人ドライバーに着目して、2024年3月、在留資格の「特定技能」の対象職種に自動車運送業が追加されることが決まり、同年12月から外国人ドライバーの受け入れが容認された。
「特定技能(自動車運送業分野)」の在留資格取得には、「自動車運送業分野特定技能1号評価試験」への合格が必要である。安全運転、法令遵守、車両整備、貨物取り扱いなどの知識・技能が問われる。さらに日本語能力試験N4レベル(日常会話や業務指示を理解できる)、または「日本語基礎テスト」合格も求められる。
その前段としての運転免許取得が必要である。母国で運転免許を取得ずみの場合、「外国免許切り替え(外免切替)」で日本の第一種運転免許証を取得できるが、持っていない場合は日本国内で自動車教習所に通って新規取得しなければならない。その間の在留資格は「特定活動(6カ月・更新不可)」で付与され、この期間内に免許取得と特定技能評価試験、日本語研修を並行して行う必要がある。
しかし、運転技術に加え、日本語能力、物流業界の商習慣など障壁がある。
物流会社の中にはこの問題に取り組むために、外国人ドライバーの育成に力を入れ、成果をおさめている会社もある。こうした取り組みには、時間とお金がかかるが、避けられない取り組みにはなるであろう。
コンビニでは、外国人従業員がすっかり定着しているが、近い将来、トラックの運転手も外国人が当たり前になる日が来るであろう。
The logistics industry needs to train foreign drivers
The logistics industry faces a severe shortage of truck drivers, with a projected deficit of 200,000 to 300,000 drivers by 2030. This could leave 40% of logistics operations unable to transport goods.
The government has focused on foreign drivers. In March 2024, it was decided that the “Specified Skilled Worker” residency status would be extended to include the motor transport industry. Acceptance of foreign drivers was permitted starting December of the same year.
To obtain the “Specified Skilled Worker (Motor Vehicle Transportation Field)” status, passing the “Specified Skilled Worker Type 1 Evaluation Test for the Motor Vehicle Transportation Field” is required. This test assesses knowledge and skills in safe driving, legal compliance, vehicle maintenance, and cargo handling. Additionally, passing the Japanese Language Proficiency Test at N4 level (enabling understanding of daily conversation and work instructions) or the “Basic Japanese Test” is also required.
Prior to this, obtaining a driver's license is necessary. Those who already hold a driver's license in their home country can obtain a Japanese Class 1 driver's license through the “Foreign License Conversion” process. However, those without a license must attend a Japanese driving school to obtain one. During this period, they are granted a “Designated Activities” visa (valid for 6 months, non-renewable). Within this timeframe, they must concurrently obtain their license, pass the Specific Skills Evaluation Test, and complete Japanese language training.
However, barriers exist beyond driving skills, including Japanese language proficiency and understanding logistics industry practices.
Some logistics companies are tackling this issue by investing in training foreign drivers and achieving results. While these efforts require time and money, they are likely unavoidable.
Foreign employees are now commonplace at convenience stores. In the near future, it will likely become commonplace to see foreign truck drivers as well.

获取“特定技能(汽车运输业领域)”居留资格需通过“汽车运输业领域特定技能1号评估考试”,该考试考核安全驾驶、法规遵守、车辆维护、货物处理等知识技能。此外还要求具备日语能力考试N4水平(可理解日常对话及工作指令)或通过“日语基础测试”。
在此之前需先取得驾驶执照。若已在母国取得驾照,可通过“外国驾照转换”程序换领日本第一类驾驶执照;若未持有驾照,则需在日本国内驾驶学校重新考取。期间将获发“特定活动(6个月·不可续期)”在留资格,须在此期限内同步完成驾照考取、特定技能评估考试及日语研修。
然而除驾驶技术外,还存在日语能力、物流行业商业惯例等障碍。
部分物流企业为应对这一问题,正着力培养外籍驾驶员并取得成效。尽管此类举措耗时耗资,但终将成为不可避免的趋势。
便利店的外籍员工已完全融入日常运营,而未来不久,卡车司机由外籍人士担任也将成为常态。
