運輸業界には特定技能の外国人ドライバーが必要

在留資格として「特定技能」が追加され外国人も運転手の職に就くことが可能になった。優秀な外国人ドライバーを受け入れられれば運輸業界が抱える人手不足問題解決の一助になる。

外国人は在留資格に沿った就労しか認められていない。すなわち、外国人が事業用車(いわゆる緑ナンバー)の運転を仕事として行うことは、基本的にできなかった。しかし、「物流の2024年問題」や少子化などにより、事業用車ドライバー不足が懸念されたこともあり、2019年に在留資格のひとつとして「特定技能」が追加された。このなかに自動車運送業分野が含まれたことで、外国人がトラック・バス・タクシー運転手になることが可能になった。

この「特定技能」は、農業や漁業などの「技能実習」とは違う在留資格。「特定技能」は労働力として期待されている資格だから、一定の能力をもつことが条件になる。たとえば、トラック・バス・タクシーの運転業務の場合なら、荷物や人を安全に送り届けねばならないので、基本的な日本語による対応力や、日本の運転免許の取得が必須条件になる。

国土交通省では、「特定技能」を取得するためのプロセスを示している。彼らはまず、日本語と日本のルールにのっとった運転技能を身に着けるべく、本国の訓練機関などで勉強や訓練を行う。それらが一定のレベルに達したと認められれば、日本で働く予定の企業の選考を受け、採用されることで入国できるようになる。

さらに、実際にプロとして乗務するまでには、最大6カ月の特定活動期間が設けられる。入国後は「外免切替」など、就業に必要となる日本の正式な免許を取得しなければならない。それが済めば、日本人のプロドライバーと同様に、独り立ちをすることになる。これらをサポートする事業者も登場し、採用を希望する事業者と組むなどして、さまざまな乗務員養成のプログラムを提供している。

外国人の職業ドライバー希望者をサポートしようという動きの背景には、 トラック・バス・タクシーの現場で、乗務員不足が深刻化している現状がある。

 政府方針は、ここ5年の間に1万9000人の特定技能外国人を受け入れることを決定している。 しかし、入国後6か月で必要な運転免許を取得しなければならないこと、「外免切替」の合格率が10%~20%であるなど資格取得の壁が高く、就労希望が断念する例も多い。 

特定技能で就労を希望する外国人は優秀な人材が多く、日本語の基本的な日常会話を短期間で習得している人も少なくない。せっかく日本で就労する意欲をもつ外国人が存在するのに、それが制度の壁に阻害されているのはもったいないといえる。ていねいなサポートで優秀な外国人を受け入れられれば、運輸業界が抱える人手不足問題解決の一助になることは、間違いないのではないだろうか。

The Transportation Industry Needs Foreign Drivers with “Specific Skilled Worker” Status

With the addition of “Specific Skilled Worker” as a residency status, foreigners are now able to work as drivers.

If the industry can attract skilled foreign drivers, this will help alleviate the labor shortage facing the transportation sector.

Foreigners are only permitted to work in jobs that align with their residency status. In other words, they were generally unable to drive commercial vehicles (so-called “green-plated” vehicles) as part of their employment. However, due to concerns over a shortage of commercial vehicle drivers stemming from the “2024 Logistics Crisis” and the declining birthrate, “Specific Skilled Worker” was added as a new residency status in 2019. With the inclusion of the motor transport sector in this category, foreign nationals are now able to work as truck, bus, and taxi drivers.

This “Specific Skilled Worker” status is a different type of residence status from “Technical Intern Training” programs in sectors such as agriculture and fisheries. Since “Specific Skilled Worker” is a status intended to provide a workforce, possessing a certain level of ability is a requirement. For example, in the case of driving trucks, buses, or taxis—where cargo and passengers must be delivered safely—basic Japanese communication skills and the acquisition of a Japanese driver’s license are mandatory requirements.

The Ministry of Land, Infrastructure, Transport and Tourism has outlined the process for obtaining “Specific Skilled Worker” status. First, applicants study and train at institutions in their home countries to acquire Japanese language skills and driving skills that comply with Japanese regulations. Once they are recognized as having reached a certain level, they undergo a selection process by the company where they plan to work in Japan, and upon being hired, they become eligible to enter the country.

Furthermore, a “Specific Activities” period of up to six months is established before they can actually begin working as professional drivers. After entering the country, they must obtain a formal Japanese license required for employment, such as through the “foreign license conversion” process. Once this is complete, they will be able to work independently, just like Japanese professional drivers. Businesses supporting this process have emerged, partnering with companies seeking to hire them to offer various driver training programs.

The movement to support foreign applicants for professional driving positions stems from the current severe shortage of drivers in the trucking, bus, and taxi industries.

The government has decided to accept 19,000 foreign workers under the “Specified Skilled Worker” program over the next five years. However, the barriers to obtaining the necessary qualifications are high—including the requirement to obtain a driver’s license within six months of entry and a pass rate for the “foreign license conversion” exam of only 10% to 20%—leading many prospective workers to abandon their plans. 

Many foreign nationals seeking employment under the Specific Skilled Worker program are highly skilled, and quite a few have mastered basic Japanese conversation in a short period of time. It is a shame that these individuals, who are eager to work in Japan, are being hindered by the barriers of the system. If we can welcome these talented foreign workers with careful support, there is no doubt that this will help resolve the labor shortage facing the transportation industry.

运输行业需要具备“特定技能”的外国司机

随着“特定技能”作为居留资格被新增,外国人现在也可以从事司机工作。

如果能够引进优秀的外国司机,将有助于缓解运输行业面临的人手短缺问题。

外国人仅被允许从事与其居留资格相符的工作。也就是说,外国人基本上无法以驾驶商用车辆(即所谓的“绿牌车”)为职业。然而,受“物流2024年问题”及少子化等因素影响,业界对商用车辆司机短缺的担忧日益加剧,因此2019年新增了“特定技能”这一居留资格。由于该资格涵盖了汽车运输业领域,外国人现在可以担任卡车、巴士及出租车司机。

这种“特定技能”与农业、渔业等领域的“技能实习”是不同的在留资格。“特定技能”作为被寄予厚望的劳动力资格,因此具备一定能力是必要条件。例如,对于卡车、巴士、出租车的驾驶业务,由于必须安全地运送货物或乘客,因此具备基本的日语沟通能力以及取得日本驾驶执照是必备条件。

国土交通省已明确了获取“特定技能”的流程。申请人首先需在本国培训机构等处学习并接受培训,以掌握日语及符合日本法规的驾驶技能。若被认定达到一定水平,即可参加计划雇佣其的日本企业的选拔,通过录用后方可入境。

此外,在正式作为职业司机上岗之前,设有最长6个月的“特定活动”期间。入境后,必须通过“外国驾照转换”等程序,取得就业所需的日本正式驾照。完成这一步骤后,他们便能像日本职业司机一样独立执勤。目前已有相关服务机构应运而生,它们与希望招聘的外籍司机的企业合作,提供各种驾驶员培训项目。

支持外籍职业司机候选人的举措背后,是卡车、巴士和出租车行业司机短缺日益严重的现状。
