Sakai Moving Opens Training Facility for Foreign Drivers to Help Reduce the “Moving Refugee” Problem
On the 12th, Sakai Moving Center announced plans to establish a training facility for truck drivers in Indonesia and accept approximately 60 people annually as “Specified Skilled Workers.” The company also announced that it will begin a demonstration experiment to transport cargo using autonomous trucks.
The company will begin operating the newly established “Sakai Academy” near Jakarta, Indonesia, around June. The program is primarily intended for individuals in their late 20s to early 30s who have graduated from high school or higher. The training, which includes instruction in Japanese and traffic etiquette as well as practical truck driving lessons, will last an average of seven months per person. The company expects to hire approximately 300 people—about 10% of its total driver workforce—within five years.
Sakai began recruiting workers under Japan’s “Specified Skilled Worker” program in Indonesia in 2025. Since 2025, the requirements for the “foreign license conversion” exam—which allows holders of foreign driver’s licenses to obtain a Japanese license—have become stricter. By establishing a training system locally, the company aims to shorten the training period—which previously took about five months, including exam preparation for the conversion after arriving in Japan, before employees could begin work—to approximately two months.
The moving industry continues to face a chronic labor shortage. In particular, the shortage of drivers has become a bottleneck in increasing the supply of moving services.
The effective job openings-to-applicants ratio for “motor vehicle drivers” (regular employees, excluding part-time) has remained around 2.8. Hiring mid-career candidates is also extremely difficult.
We are currently entering the peak moving season, yet we are hearing reports that moving companies are unable to secure enough staff. It is hoped that, as with Sakai Moving Center, Specified Skilled Workers trained overseas will help reduce the number of people unable to move.
Sakai
