2025年訪日客過去最多
金子恭之国土交通相は20日の記者会見で2025年の訪日外国人客数がおよそ4270万人となる見通しだと明らかにした。 24年の3687万人を上回り過去最多となる。25年の訪日客全体の消費額は9.5兆円程度で、過去最大だった24年の8兆1257億円を上回った。観光や宿泊業は人口減少下で貴重な成長産業となった。
金子氏は中国人客は25年12月に前年同月比で約45%減少したとも明らかにした。減少は22年1月以来となる。日中対立により中国人客の伸び悩みなど先行きには不透明感も漂う。
訪日客は13年に1000万人を超え、16年に2000万人台、18年に3000万人台と早いペースで増加してきた。20年からの新型コロナウイルス禍で大幅に落ち込んだが、23年以降に急回復した。
国・地域別では様相が変わってきた。13年から18年は中国や韓国、台湾、香港の増加幅が大きかった。18年以降は欧州や北米、オーストラリアといった地域が伸びた。
遠方からで滞在日数が長く、多くの地域を周遊してくれるとして政府や業界は欧米客の誘致を進めてきた。円安傾向が続いていることもあり、4000万人超えにつながった。
消費額でみても訪日客の存在感は高まっている。内閣府が公表する国内総生産(GDP)では足元の名目家計消費は年換算で350兆円程度で推移しており、9.5兆円はその3%ほどの規模になる。
輸出額としては自動車の完成品に次ぐ規模で、有力な外貨の獲得手段になった。
観光庁の統計では、25年10月に日本で宿泊した外国人客のうち33.8%が三大都市圏以外に泊まった。23年10月の28.2%から上昇傾向にある。人口減少が続くなか、特に地方で観光業や宿泊業は数少ない成長産業となっている。
先行きは不透明感が出てきた。政府は30年に客数6000万人、消費額15兆円という目標を掲げるが、高市早苗首相の発言に端を発した日中の対立で中国や香港からの客数が落ち込む。JTBは26年の訪日客数について25年比2.8%減の4140万人になると見込む。
消費単価の大きい旅行者を呼び込めれば、客数が少なくても大きな経済効果を生む。政府は30年に1人あたりの単価を25万円にする目標を掲げるが、25年7〜9月は22万円と開きがある。
京都や鎌倉など一部の有名観光地ではオーバーツーリズム(観光公害)が深刻化している。政府が掲げる6000万人の目標に向けてはこうした課題の解決が欠かせない。
Record Number of Visitors to Japan Expected in 2025
At a press conference on the 20th, Minister of Land, Infrastructure, Transport and Tourism Yasuyuki Kaneko announced that the number of foreign visitors to Japan in 2025 is projected to reach approximately 42.7 million. This would surpass the 36.87 million recorded in 2024, setting a new record. Total spending by visitors in 2025 is expected to be around 9.5 trillion yen, exceeding the previous record of 8.1257 trillion yen set in 2024. Tourism and the lodging industry have become valuable growth sectors amid Japan's declining population.
Kaneko also stated that Chinese visitors in December 2025 decreased by approximately 45% compared to the same month the previous year. This marks the first decline since January 2022. Uncertainty surrounds the outlook, including sluggish growth in Chinese visitors due to tensions between Japan and China.
Inbound visitors to Japan surpassed 10 million in 2013, reached the 20 million range in 2016, and the 30 million range in 2018, growing at a rapid pace. They fell sharply during the COVID-19 pandemic starting in 2020 but rebounded sharply from 2023 onward.
The pattern by country/region has changed. From 2013 to 2018, China, South Korea, Taiwan, and Hong Kong showed the largest increases. Since 2018, regions like Europe, North America, and Australia have seen growth.
The government and industry have focused on attracting visitors from Europe and America, as they typically travel from farther distances, stay longer, and visit more regions. Combined with the persistent weak yen, this contributed to surpassing 40 million visitors.
The presence of inbound tourists is also growing in terms of spending. According to the Cabinet Office's Gross Domestic Product (GDP) data, current nominal household consumption stands at around 350 trillion yen annually, making the 9.5 trillion yen spent by tourists roughly 3% of that total.
As an export category, it ranks second only to finished automobiles, becoming a significant source of foreign currency earnings.
According to Japan Tourism Agency statistics, 33.8% of foreign visitors staying overnight in Japan in October 2025 stayed outside the three major metropolitan areas. This represents an upward trend from 28.2% in October 2023. Amidst a declining population, tourism and lodging are among the few growth industries, particularly in regional areas.
The outlook has become uncertain. While the government aims for 60 million visitors and ¥15 trillion in spending by 2030, tensions between Japan and China, sparked by Prime Minister Sanae Takaichi's remarks, have led to a decline in visitors from China and Hong Kong. JTB forecasts inbound visitors for 2026 to be 41.4 million, a 2.8% decrease from 2025.
Attracting high-spending tourists can generate significant economic impact even with lower visitor numbers. The government aims for an average spending per visitor of ¥250,000 by 2030, but the figure for July-September 2025 was ¥220,000, showing a gap.
Overtourism (tourism pollution) is becoming severe in some famous destinations like Kyoto and Kamakura. Resolving these issues is essential to achieving the government's 60 million visitor target.

各国别及地区别数据呈现不同趋势。2013至2018年间,中国、韩国、台湾地区及香港的增长幅度最为显著。2018年后,欧洲、北美及澳大利亚等地区游客数量持续攀升。
鉴于欧美游客来自遥远地区、停留时间较长且多会进行多地周游,日本政府及旅游业界一直着力吸引该地区游客。加之日元持续贬值,最终推动访日游客突破4000万人次大关。
从消费额看,访日游客的存在感持续提升。根据内阁府公布的国内生产总值(GDP)数据,当前名义家庭消费年化规模约350万亿日元,其中9.5万亿日元约占3%。作为出口额,其规模仅次于汽车整车出口,已成为重要的外汇获取渠道。
观光厅数据显示,2025年10月在日本住宿的外国游客中,33.8%选择三大都市圈以外地区住宿,较2023年10月的28.2%呈上升趋势。在人口持续减少的背景下,地方旅游业和住宿业已成为为数不多的增长产业。

若能吸引消费单价较高的游客,即便客流量减少仍可产生显著经济效益。政府虽设定2030年人均消费达25万日元的目标,但2025年7-9月实际仅为22万日元,存在明显差距。
京都、镰仓等知名旅游地正面临过度旅游(观光污染)加剧的困境。要实现政府设定的6000万游客目标,解决这些课题势在必行。
