2026年4月から自転車にも交通反則通告制度が適用される

4月1日から自転車にも「交通反則通告制度」が適用されます。

自転車による交通違反で検挙された場合、青切符が交付されるようになります。違反者は警察官から、反則となる事実等が記載された「青切符」と、反則金の納付時に銀行や郵便局の窓口に持参する「納付書」が交付されます。違反をしたと認める時は、取締りを受けた翌日から原則7日以内に、銀行や郵便局の窓口に「納付書」を持参して反則金を仮納付します。反則金を仮納付すると、刑事手続に移行せず、起訴はされません。反則金を仮納付することで、取調べや裁判を受けるために出頭する必要がなくなり、また裁判を受けることもなく、有罪となっていわゆる「前科」がつくこともありません。

反則金の仮納付をしなかった場合は、青切符に記載された指定の期日に交通反則通告センターに出頭し、反則金の通告書と納付書の交付を受けます。反則金を納付しないときは、刑事手続に移行することになります。

16歳未満の子供は適用対象外ですが、外国人も適用の対象になるので、自転車に乗る方は注意が必要です。

The Traffic Violation Notice System Will Apply to Bicycles Starting in April 2026

Starting April 1, the “Traffic Violation Notice System” will apply to bicycles as well.

If you are caught committing a traffic violation while riding a bicycle, you will be issued a blue ticket. The officer will provide you with a “blue ticket” detailing the facts of the violation and a “payment slip” to be presented at a bank or post office when paying the fine. If you admit to the violation, you must make a provisional payment of the fine at a bank or post office counter within seven days of the day following the enforcement, in principle, by presenting the “payment slip.” If you make a provisional payment of the fine, the case will not proceed to criminal proceedings, and you will not be prosecuted. By making a provisional payment, you will not be required to appear for questioning or a trial, and you will not face a trial or be found guilty, meaning you will not have a criminal record.

If you do not make a provisional payment of the fine, you must appear at the Traffic Violation Notification Center on the date specified on the traffic violation notice to receive the notice of the fine and the payment slip. If you fail to pay the fine, the case will proceed to criminal proceedings.

While this does not apply to children under 16, it does apply to foreign nationals, so cyclists should take note.

自4月1日起，“交通违章通知制度”将适用于自行车。

若因骑自行车交通违规被查获，将被开具“蓝单”。违规者将从警察手中收到记载违规事实等的“蓝单”，以及缴纳罚款时需带至银行或邮局窗口的“缴款单”。若承认违规，原则上应在被查处次日起7日内，携带“缴纳单”前往银行或邮局窗口进行违章罚款的暂缴。暂缴违章罚款后，案件将不会进入刑事程序，也不会被起诉。通过暂缴违章罚款，既无需为接受讯问或出庭受审而到场，也无需接受审判，更不会因定罪而留下所谓的“前科”。

若未进行违章罚款的暂缴，则需在违章通知单上注明的指定日期前往交通违章通知中心，领取违章罚款通知书和缴纳单。若未缴纳违章罚款，案件将转入刑事程序。

未满16岁的未成年人不适用此规定，但外国人属于适用对象，因此骑自行车的人需特别注意。
