入管の永住許可ガイドラインが改定

2026年2月24日付で、入管の永住許可ガイドラインが改定されました。この改定によって、これまで3年の在留期間を持っていれば、永住申請ができたものが、今後は5年持っていないと申請ができなくなります。これまでもガイドライン上は最長の在留期間5年を持っている人しか永住申請ができないと書かれていましたが、特例措置として3年持っている人でも申請が可能でした。現在、技人国の就労ビザで5年を持っている人は多くはありません。日本人配偶者ビサでも同様です。2027年3月31日までは3年の在留資格の方でも可能です。2027年4月1日からは5年持っていないと申請できないというのが原則になります。4月1日以降でも3年の在留期間を持っていれば1回だけは永住申請ができます。

もう一つ改定された点は、税金や社会保険に関することです。期限に1日でも遅れずに支払わなければならないという内容が明文化されました。運用的には数年前からされていましたが、明文化されたのは初めてです。

対策を2つ紹介します。

一つ目は、永住許可の要件を満たしている方は、2027年3月31日までに申請をすることです。

二つ目は、税金、社会保険を期限を遅れずに払いましょう。

Revision of the Immigration Bureau’s Permanent Residence Guidelines

On February 24, 2026, the Immigration Bureau’s guidelines for permanent residency permits were revised. Under this revision, while applicants previously could apply for permanent residency with a three-year period of stay, they will now be required to have a five-year period of stay to be eligible. Although the guidelines had previously stated that only those with a maximum five-year period of stay could apply for permanent residency, a special provision had allowed those with a three-year period of stay to apply. Currently, there are not many people holding a 5-year residence status under the Skilled Laborer visa. The same applies to the Spouse of a Japanese National visa. Until March 31, 2027, those with a 3-year residence status will still be eligible to apply. However, starting April 1, 2027, the general rule will be that applicants must have held a residence status for at least 5 years. Even after April 1, those with a 3-year residence period will be allowed to apply for permanent residency one time only.

Another point that has been revised concerns taxes and social insurance. It has been explicitly stipulated that payments must be made without a single day’s delay. While this has been the practice for several years, this is the first time it has been codified.

Here are two recommended measures.

First, if you meet the requirements for permanent residency, you should apply by March 31, 2027.

Second, make sure to pay your taxes and social insurance premiums on time.

入管局修订了永久居留许可指南

2026年2月24日，入管局修订了永住许可指南。根据此次修订，此前只要持有3年在留资格即可申请永住，今后若未持有5年在留资格将无法申请。虽然此前指南中已规定仅持有最长5年在留资格者方可申请永住，但作为特例措施，持有3年在留资格者此前仍可申请。目前，持有“技术、劳务、管理”类工作签证且在留期间达5年的人并不多。持有“日本配偶”签证的情况也是如此。在2027年3月31日之前，持有3年在留资格的人仍可申请。自2027年4月1日起，原则上必须持有5年在留资格才能申请。4月1日之后，若持有3年在留期间，仍可申请一次永住许可。

另一项修订涉及税金及社会保险。规定明确指出必须在截止日期前一天内完成缴纳。虽然实际操作上数年前已如此执行，但这是首次以明文形式规定。

在此介绍两项应对措施。

第一，符合永住许可条件的人士，请务必在2027年3月31日前提交申请。

第二，请务必按时缴纳税金及社会保险。
