外国人の子ども達の日本語教育

先日、国勢調査速報値が発表され、人口減少が一層進む状況が明らかになったが、労働力不足の中、在留外国人の増加も進む。最近、外国人政策では規制や管理の課題が注目されがちだが、生活支援など共生環境の整備もまだ十分とは言えない。特に気になるのは、子ども達の教育の問題だ。

 外国籍の子どもには日本の学校への就学義務はないが、日本人と同様に無償で小中学校教育を受けられる。日本の公立小中学校に在籍する外国籍の子も増加し、令和7年度で合計約15万人。一方、日本の学校にも外国人学校にも行っていない小中年齢の子は約900人。連絡がとれなかった者も合わせ9千人余がどの学校にも行っていない可能性がある。子ども達の権利が守られ、将来を拓(ひら)く力を培うためにも、社会的リスク回避のためにも、就学の促進が望まれる。転入時から徹底して保護者に働きかけ、就学率を上げている自治体もある。

 また、公立小中で日本語指導の必要な子どもは8万人余いるという。我が家も米国滞在時にお世話になったが、同国の学校には外国出身の子ども向けのESL(第2言語としての英語)クラスがあり、普通クラスと行き来しながら、現地の教育や文化・社会になじむ。我が国でも、この日本版(JSL)の整備、指導教員や支援員の配置、地域・関係機関との連携が取り組まれつつある。高校進学・在学の支援も、将来の経済生活を確立する上でも重要だ。

 日本人の子ども達にとっても、多様な人々と共に学び、異なる文化を理解し、協働する力を培うことは重要。学校から開かれる扉を社会全体で支えられたらと思う。

Japanese Language Education for Foreign Children

The other day, preliminary census figures were released, revealing that the population decline is accelerating; however, amid a labor shortage, the number of foreign residents continues to rise. Recently, foreigner policies have tended to focus on issues of regulation and management, but efforts to foster an environment of coexistence—such as providing support for daily life—are still insufficient. Of particular concern is the issue of children’s education.

While children of foreign nationality are not required to attend Japanese schools, they are entitled to receive elementary and junior high school education free of charge, just like Japanese children. The number of foreign-national children enrolled in Japanese public elementary and junior high schools is increasing, totaling approximately 150,000 in Reiwa 7. On the other hand, there are about 900 elementary and junior high school-aged children who are not attending either Japanese schools or international schools. Including those who could not be contacted, there may be over 9,000 children who are not attending any school at all. To protect children’s rights, help them develop the skills to build their futures, and mitigate social risks, it is desirable to encourage school enrollment. Some local governments are raising enrollment rates by thoroughly engaging with parents from the moment a child moves into their area.

Furthermore, it is reported that there are over 80,000 children in public elementary and junior high schools who require Japanese language instruction. My own family received such support while living in the United States; schools there offer ESL (English as a Second Language) classes for children from foreign countries, allowing them to move between regular classes and ESL classes as they acclimate to the local education system, culture, and society. In Japan as well, efforts are underway to establish this “Japanese version” (JSL), assign instructors and support staff, and foster collaboration with local communities and relevant organizations. Support for entering and attending high school is also crucial for establishing a stable economic future.

For Japanese children as well, it is important to learn alongside people from diverse backgrounds, understand different cultures, and cultivate the ability to collaborate. I hope that society as a whole will support the opportunities opened up by schools.

外国儿童的日语教育

日前,人口普查初步数据公布,显示人口减少趋势进一步加剧;但在劳动力短缺的背景下,在日外国人数量也在持续增加。最近,在外国人政策方面,人们往往更关注监管和管理方面的问题,但包括生活支援在内的共生环境建设仍不尽如人意。尤其令人担忧的是儿童的教育问题。

虽然外国籍儿童没有在日本学校就学的义务,但可以像日本人一样免费接受中小学教育。在日本公立中小学就读的外国籍儿童也在增加,令和7年度总数约为15万人。另一方面,既未就读日本学校也未就读外国人学校的中小学年龄段儿童约有900人。加上无法取得联系的儿童,可能有9000余人未在任何学校就读。为了保障儿童的权利、培养他们开拓未来的能力,同时也为了规避社会风险,亟需促进入学。有些地方政府从转入时起就对家长进行彻底的劝导,从而提高了入学率。

此外,据称公立中小学中需要日语指导的儿童有8万余人。我家在美国逗留期间也曾受过相关帮助,该国的学校设有面向外国儿童的ESL(英语作为第二语言)课程,孩子们在普通班级与ESL班级之间往来,从而适应当地的教育、文化和社会。在日本,关于完善这一“日本版”(JSL)课程、配置指导教师和支援人员、以及与地区及相关机构开展合作等工作,目前也在逐步推进中。对高中升学及在校学习的支持,对于确立未来的经济生活也至关重要。

对于日本儿童来说,与形形色色的人一起学习、理解不同文化、培养协作能力同样重要。希望整个社会都能共同支持学校为孩子们敞开的大门。
