日本語やルール講習を永住権など外国人在留審査へ反映することを検討 

 法務省は7月3日、日本に在留する外国人が日本語や生活上のルールを学ぶプログラムに関する報告書を公表した。中長期で在留する外国人を幅広く対象にし、在留審査の判断材料にすることも検討する。2028年度にも試験的に運用を始める案がある。

 日本に住む在留外国人は400万人を超えている。政府は共生策の推進を掲げ、日本社会に適応するためのプログラムの早期創設を目指している。

 プログラムによる学習内容やシステムの詳細は有識者らの意見も踏まえて今後詰める。日本に入国する前からインターネットを使って学習できるようにする。日本語教師が不足している地方での積極的な活用も検討する。受講の対象者は中長期の在留を目的とする外国人を幅広く含める方針だ。受講の有無を在留審査の際に考慮する要素にすることも視野に入れる。報告書には在留に期限がない永住許可を得る際にはプログラムの受講を許可の条件とすることが検討されている。

 日本国籍を取得する帰化と永住を認める場合には受講や理解度の確認が必要だと結論づけた。「外国人が日本語や社会規範などを学び、責任ある社会の一員として行動できるようにするための体系的な学習プログラムは喫緊の課題」と記した。

外国人の日本語学習などを主に担ってきた地方自治体やボランティアの負担を減らす目的もある。プログラムの創設にあたっては、システムの開発や日本語教師の人件費といった費用がかかる。その費用に関する外国人の実際の負担については報告書では明確にしなかった。

 法務省は在留資格を更新・変更する際の手数料を引き上げた後の金額も発表した。増額後は在留期間3カ月以下が1万円、1年だと3万3000円、5年以上は7万5000円などとする。永住許可は20万円に変更する。手数料の引き上げにより、最大900億円規模の増収を見込む。在留管理のデジタル化や、日本語などを含む共生支援の費用に充てると説明している。現状の手数料は窓口での手続きの場合、在留期間に関係なく一律6000円、永住許可は1万円だ。5月に成立した改正入管法で、手数料の上限が通常の在留資格は10万円、永住許可は30万円に上げると決めていた。

Consideration Being Given to Incorporating Japanese Language and Rules Training into Residency Screening for Permanent Residents and Other Foreign Nationals 

 On July 3, the Ministry of Justice released a report on programs designed to help foreign nationals residing in Japan learn the Japanese language and rules of daily life. The ministry is considering applying these programs to a wide range of foreign nationals staying in Japan for the medium to long term and using them as a factor in residency screening decisions. There are plans to begin a pilot program as early as fiscal year 2028.

 The number of foreign residents in Japan exceeds 4 million. The government has pledged to promote coexistence and aims to establish programs to help them adapt to Japanese society at an early stage.

 Details regarding the program’s curriculum and system will be finalized in the future, taking into account the opinions of experts. The government plans to enable participants to begin learning online even before entering Japan. It is also considering actively utilizing the program in rural areas where there is a shortage of Japanese language teachers. The policy is to broadly include foreign residents intending to stay in Japan for the medium to long term as eligible participants. The government is also considering making participation in the program a factor in residency status reviews. The report states that making completion of the program a condition for obtaining permanent residency—which has no time limit—is under consideration.

 It concluded that participation in the program and verification of understanding are necessary for naturalization (acquisition of Japanese citizenship) and the granting of permanent residency. “A systematic learning program to enable foreign nationals to learn Japanese and social norms and act as responsible members of society is an urgent priority,” the report stated.

Another objective is to reduce the burden on local governments and volunteers, who have primarily been responsible for Japanese language education for foreign nationals. Establishing the program will incur costs, such as system development and personnel expenses for Japanese language teachers. The report did not specify the actual financial burden that foreign nationals would bear regarding these costs.

 The Ministry of Justice also announced the new fee amounts following the increase for renewing or changing residence status. After the increase, the fees will be 10,000 yen for a stay of three months or less, 33,000 yen for one year, and 75,000 yen for five years or more. The fee for permanent residence will be changed to 200,000 yen. The ministry expects the fee increase to generate up to 90 billion yen in additional revenue. The ministry explained that the funds will be used for the digitization of residence management and for support programs promoting coexistence, including Japanese language instruction. Under the current system, the fee for in-person applications is a flat rate of 6,000 yen regardless of the period of stay, while the fee for permanent residence permits is 10,000 yen. The amended Immigration Control Act, enacted in May, set the upper limit for fees at 100,000 yen for standard residence statuses and 300,000 yen for permanent residence permits.
