スリランカ国籍のカービンタさんが、大型バス免許を取得

運転手不足が深刻化する茨城県内のバス業界で、外国人労働者の在留資格「特定技能」を活用した1人目の外国人運転手が誕生した。

日本語能力試験と大型2種免許の試験というハードルを乗り越え、バスの運転技術や乗客対応の初任者研修を終えた。

2024年に特定技能1号の受け入れ分野が拡大した。バスの運転手が追加されたのを踏まえて、カービンタさんは応募した。

同氏は、猛勉強の末、日本語能力試験で、日常会話・場面をほぼ理解できる「N3」に合格し、半年滞在可能な在留資格「特定活動」が認められ、常南交通に就職した。

25年9月、大型2種の本試験に合格した。さらに日本バス協会が定める外国人材の新任運転者研修を修了し、同12月、特定技能1号を取得した。県バス協会によると、特定技能1号のバス運転手はカービンダさんが県内初となった。

特定技能とは、深刻な人手不足を背景に、特定の分野での外国人労働者の受け入れを認める在留資格。2019年に創設された。24年には、最長5年働ける特定技能1号の受け入れ対象にバス運転手を含む自動車運送業が追加され、介護や農業、建設など計16分野に拡大した。

国土交通省の白書では、30年には乗り合いや貸し切りを含め、全国で運転手が3万6000人ほど不足すると見込む。

Mr. Karbinta, a Sri Lankan national, obtains a large bus driver's license

In Ibaraki Prefecture's bus industry, where driver shortages are becoming severe, the first foreign driver utilizing the “specified skilled worker” residency status has emerged.

He cleared the hurdles of the Japanese Language Proficiency Test and the Class 2 large vehicle license exam, completing initial training in bus driving techniques and passenger handling.

In 2024, the fields eligible for accepting Specific Skills Type 1 workers expanded. Mr. Karbinta applied after bus drivers were added to the list.

After intense study, he passed the Japanese Language Proficiency Test at the N3 level, demonstrating sufficient understanding for daily conversation and situations. He was granted a “Designated Activities” residence status allowing a six-month stay and joined Jōnan Kōtsū.

In September 2025, he passed the final exam for the Class 2 Large Vehicle license. He then completed the Japan Bus Association's mandatory training program for newly hired foreign drivers and obtained his Specific Skilled Worker Type 1 status in December of that year. According to the Prefectural Bus Association, Mr. Karbinda became the first Specific Skilled Worker Type 1 bus driver in the prefecture.

Specific Skilled Worker status is a residency qualification established in 2019 to accept foreign workers in specific fields amid severe labor shortages. In 2024, the list of eligible occupations for the Specific Skills 1 visa, allowing up to five years of work, was expanded to include bus drivers under the motor transport industry, bringing the total to 16 fields including nursing care, agriculture, and construction.

The Ministry of Land, Infrastructure, Transport and Tourism's white paper projects a nationwide shortage of approximately 36,000 drivers by 2030, encompassing both public and charter bus services.

2024年特定技能1号适用领域扩大,巴士驾驶员被新增至适用范围,卡宾塔先生随即应聘。

经刻苦学习,他通过日语能力考试N3级(基本掌握日常会话及场景理解能力),获得可停留半年的“特定活动”居留资格,并入职常南交通公司。

2025年9月,他通过大型二种驾照正式考试。随后完成日本巴士协会规定的外国新任驾驶员培训,同年12月取得特定技能1号资格。据县巴士协会称,卡宾达是县内首位持有特定技能1号资格的巴士驾驶员。

特定技能是针对特定领域严重劳动力短缺而设立的外国人居留资格,于2019年创设。2024年,汽车运输业(含巴士驾驶员)被纳入特定技能1号的接收对象,该资格允许最长工作5年,使适用领域扩展至护理、农业、建筑等共计16个行业。

国土交通省白皮书预测,到2030年,全国范围内(含公共巴士与包车服务)将短缺约3.6万名驾驶员。
