「特定技能」外国人受け入れ停止
政府は外国人労働者向けの在留資格「特定技能」について、外食業界での新たな受け入れを13日に停止した。人手不足の外食業では特定技能人材への依存度が高く、店舗運営計画などに狂いが生じる可能性がある。
特定技能制度は日本の労働力不足を解決する目的で2019年に導入された。最長5年間就労できる「1号」と、家族を同行して無期限で働ける「2号」がある。各分野ごとに上限人数の枠が設けられており、外食の特定技能1号の定員は5万人だ。
該当する外国人従業員は26年2月末時点で約4万6000人に上る。5月ごろに受け入れ上限に達するとみられるため、政府は4月13日以降に受理した申請を不許可とする。特定技能人材が帰国したり、他の在留資格に切り替えたりして、枠に一定の空きが生じれば受け入れ再開も検討するという。
外食産業における5万人は29年3月末までの枠として設定された人数であるため、受け入れ停止措置が最長で約3年続くことも考えられる。
外食業に関連する有効求人倍率は2月時点で、飲食物調理従事者が2.31倍、接客・給仕職業従事者は2.43倍と、全産業平均の1.13倍を上回る。低賃金や長時間労働などを背景に、慢性的な人手不足が続いている。特定技能人材なしでは外食産業は成立せず、打撃が大きい。飲食店では、今後、営業時間の短縮や出店の見直しを迫られる可能性がある。
Suspension of Acceptance of Foreign Workers Under the “Specified Skilled Worker” Status
On the 13th, the government suspended the acceptance of new foreign workers under the “Specified Skilled Worker” status in the food service industry. The food service industry, which is facing labor shortages, relies heavily on workers with this status, and this suspension could disrupt store operations and other plans.
The “Specific Skills” system was introduced in 2019 to address Japan’s labor shortage. It consists of “Category 1,” which allows for employment for up to five years, and “Category 2,” which allows for indefinite employment with accompanying family members. Quotas are set for each sector, and the quota for Category 1 Specific Skills workers in the food service industry is 50,000.
As of the end of February 2024, there were approximately 46,000 foreign workers in this category. Since the quota is expected to be reached around May, the government will reject applications received on or after April 13. The government stated that it will consider resuming acceptance if vacancies arise within the quota due to Specific Skilled Workers returning to their home countries or switching to other residency statuses.
Since the 50,000-person quota for the food service industry is set to remain in place until the end of March 2029, the suspension of new admissions could last for up to approximately three years.
As of February, the effective job openings-to-applicants ratio in the food service sector was 2.31 for food preparation workers and 2.43 for customer service and waitstaff, both exceeding the overall industry average of 1.13. Against a backdrop of low wages and long working hours, a chronic labor shortage persists. The food service industry cannot function without Specific Skilled Workers, and the impact is severe. Restaurants may be forced to shorten operating hours or reconsider new store openings in the future.
暂停接收“特定技能”外国人
日本政府于13日暂停了餐饮业针对外国劳动者的“特定技能”居留资格的新申请受理。在人手短缺的餐饮业,对“特定技能”人才的依赖程度较高,此举可能导致店铺运营计划等出现紊乱。
“特定技能”制度于2019年引入,旨在解决日本劳动力短缺问题。该制度分为可工作最长5年的“1号”和可携家属无限期工作的“2号”。各领域均设有人数上限,餐饮业的“特定技能1号”名额为5万人。
截至2026年2月底,符合条件的外国员工已达约4.6万人。鉴于预计5月左右将达到接收上限,政府决定对4月13日之后受理的申请不予批准。据称,若因特定技能人才回国或转换其他在留资格而产生一定空缺,将考虑重新开放接收。
鉴于餐饮业5万人的配额设定有效期至2029年3月底,因此暂停接收措施最长可能持续约3年。
截至2月,餐饮业相关职位的有效招聘倍率为:食品烹饪从业者2.31倍,接待及服务从业者2.43倍,均高于全行业平均水平的1.13倍。受低薪和长时间劳动等因素影响,该行业长期面临人手短缺问题。没有特定技能人才,餐饮业将难以维系,受冲击将十分严重。餐饮店今后可能被迫缩短营业时间或重新考虑开店计划。
