特定在留カードが開始される

　2026年6月14日から特定在留カードが開始さる。特定在留カードとは、現在の在留カードとマイナンバーカードが一体化されたものである。取得は義務ではなく任意である。一体化により、納税関係、社会保険の加入状況、運転免許証等が連結される。

　また、2027年の4月1日以降、永住者の在留資格が取り消しの制度が新設される。新しいルールでは、故意に税金とか社会保険を支払わない永住者に関しては、取り消しの対象になる。故意と言うのは、支払い能力があるのに、あえて支払わない場合、あるいは今後も支払う意思がない場合とされている。たまたまうっかりして支払うのが遅れてしまったと言う場合は、取り消しの対象にならないようだ。実際に取り消された場合は、直ちに国外追放とかになるわけではない。多くの場合は、定住者等の在留資格へ変更となると思われる。

　将来的には、特定在留カードの保有が標準化されることが予想される。現在、在留カードの更新は7年ごとに行わないといけない。現在は更新の際に納税関係等の調査は入らず、即時に更新がされる。しかし特定在留カードの保有が標準化されると更新の際に行政の方で納税関係の状況が簡単にわかるようになる。将来的には、特定在留カードの情報から、永住者の在留資格の取り消し制度が始まることになる。

　今後、外国人の皆さんはマイナポータルに入って、自分の納税関係とか社会保険の保険料の支払いとかを確認しましょう。もし未納が見つかった場合は、過去2年分まではさかのぼって支払うことができるので、速やかに納入し、以後納税の実績を積み上げでいきましょう。

Introduction of the Integrated Residence Card

The Integrated Residence Card will be introduced on June 14, 2026. The Integrated Residence Card combines the current Residence Card and the My Number Card into a single document. Obtaining it is optional, not mandatory. Through this integration, information regarding tax payments, social insurance enrollment status, and driver’s licenses will be linked.

　Additionally, starting April 1, 2027, a new system will be established to revoke the status of permanent residents. Under the new rules, permanent residents who intentionally fail to pay taxes or social insurance premiums will be subject to revocation. “Intentional” is defined as cases where the individual has the ability to pay but deliberately chooses not to, or has no intention of paying in the future. It appears that cases where payment is delayed due to an accidental oversight will not be subject to revocation. If revocation actually occurs, it does not immediately result in deportation. In most cases, it is expected that the status will be changed to a status such as “Long-term Resident.”

　In the future, it is expected that holding a Specific Residence Card will become standard. Currently, Residence Cards must be renewed every seven years. At present, there is no investigation into tax compliance or similar matters during renewal, and the card is renewed immediately. However, once holding a Specific Residence Card becomes standard, the government will be able to easily verify tax compliance status during renewal. In the future, the system for revoking permanent residents’ status will be implemented based on information from the Specific Residence Card.

　Going forward, all foreign residents should log into the My Number Portal to check their tax status and social insurance premium payments. If any unpaid amounts are found, you can pay them retroactively for up to the past two years, so please pay them promptly and build a solid record of tax compliance moving forward.

特定居留卡即将启用

　自2026年6月14日起，特定居留卡将正式启用。所谓特定居留卡，是将现行的居留卡与个人编号卡（My Number Card）合二为一的卡片。申领该卡并非强制要求，而是自愿性质。通过整合，纳税信息、社会保险参保情况、驾驶执照等信息将实现关联。

　此外，自2027年4月1日起，将新设针对永住者居留资格的撤销制度。根据新规定，故意不缴纳税款或社会保险费的永住者将成为撤销对象。所谓“故意”，是指虽有支付能力却故意不缴纳，或者今后也没有缴纳意愿的情况。若因偶然疏忽导致缴纳延迟，似乎不属于撤销对象。实际上，即使被撤销资格，也不会立即被驱逐出境。大多数情况下，预计会变更为定居者等在留资格。

　预计未来持有特定居留卡将成为常态。目前，居留卡需每7年更新一次。现行制度下，更新时不进行纳税状况等调查，可立即完成更新。但一旦持有特定居留卡成为常态，行政部门在更新时便能轻松掌握纳税状况。未来，将基于特定居留卡的信息，启动针对永住者的居留资格撤销制度。

　今后，各位外国人请登录My Number门户网站，确认自己的纳税情况及社会保险费缴纳情况。若发现有未缴款项，可追溯补缴过去两年的费用，请尽快缴纳，并在此后积累良好的纳税记录。
