外国人労働者「特定技能1号」、外食業での受け入れ停止へ　

人手不足の分野で外国人労働者を受け入れる「特定技能1号」の制度について、政府は27日、外食業の分野での受け入れを4月13日に原則停止すると発表した。同分野の受け入れは、2028年度までは5万人を上限としている。今年2月末時点ですでに約4万6千人となっており、上限に達する見込みのためという。

　特定技能は、国内の人手不足に対応するために19年度に始まった制度。一定の専門性をもった即戦力の外国人を受け入れる。在留期間が最長5年の「1号」と、より熟練した技能を認めて在留期間の上限を設けない「2号」の資格がある。2号は家族も帯同できる。

　1号については現在、政府が19の分野ごとに受け入れ人数を定めている。国内の雇用への悪影響を抑えるねらいがある。出入国在留管理庁（入管庁）によると、受け入れの停止は、22年の産業機械製造業分野に続いて2例目。

Acceptance of “Specific Skilled Worker Type 1” Foreign Workers to Be Suspended in the Food Service Industry as Quota Approaches

Regarding the “Specific Skilled Worker Type 1” program, which accepts foreign workers in sectors facing labor shortages, the government announced on the 27th that it will, in principle, suspend acceptance in the food service industry as of April 13. The quota for this sector is capped at 50,000 workers through fiscal year 2028. As of the end of February this year, the number of workers in this sector had already reached approximately 46,000, and the suspension is expected because the cap is likely to be reached.

The “Specific Skills” program was launched in fiscal year 2019 to address domestic labor shortages. It accepts foreign workers with specific expertise who can contribute immediately. There are two categories: “Category 1,” with a maximum stay of five years, and “Category 2,” which recognizes more advanced skills and has no upper limit on the duration of stay. Category 2 allows workers to bring their families with them.

　For Type 1, the government currently sets acceptance quotas for each of 19 sectors. The aim is to minimize adverse effects on domestic employment. According to the Immigration Services Agency (ISA), this suspension marks the second instance following the one in the industrial machinery manufacturing sector in 2022.

针对“特定技能1号”外籍劳工，餐饮业将暂停接收　因接近上限

关于在劳动力短缺领域接收外籍劳工的“特定技能1号”制度，政府于27日宣布，原则上将于4月13日起暂停餐饮业的接收工作。该领域的接收人数上限设定为2028年度前的5万人。据称，截至今年2月底，该领域接收人数已达约4.6万人，预计将达到上限。

　“特定技能”制度于2019年度启动，旨在应对国内劳动力短缺问题。该制度接收具备一定专业技能、可立即投入工作的外国劳工。该制度分为居留期限最长为5年的“1号”资格，以及认可更高熟练技能、不设居留期限上限的“2号”资格。持有“2号”资格者可携带家属。

　关于“1号”资格，目前政府针对19个领域分别设定了接收人数上限，旨在抑制对国内就业市场的负面影响。据出入国在留管理厅（入管厅）称，此次暂停接收是继2022年工业机械制造业领域之后，第二起此类案例。
