外国人政策について、議論が本格化

日本に住む外国人の数は年々増えている。出入国在留管理庁によると、在留外国人の数は今年6月時点で約396万人、10年で1.8倍ほど増加している。

 その一因は、2019年から「特定技能」という、介護など特定の分野で技能を持つ外国人を労働者として受け入れる在留資格ができたことと考えられる。

 このように増加傾向にある外国人について政府は対策を検討している。

 自民と維新の連立合意書には、在留外国人の「量的マネジメント」という仕組みが明記されている。「量的マネジメント」とは外国人比率が高くなった場合、受け入れに関する数値目標や基本方針を策定される。

 在留外国人で最も多いのが資格が「永住者」で、在留活動も在留期間も制限されずに、日本に住み続けられる。これを持つ人は約93万人、日本の在留外国人の4分の1ほどを占めている。

 次いで多いのが「技人国」と呼ばれる在留資格で、約46万人いる。「技人国」の資格を持つ在留外国人は5年で約1.6倍増えている。正式には「技術・人文知識・国際業務」という在留資格で、これを一文字ずつ取って「技・人・国」と呼ばれる。在留期間は最長で5年で、資格の取得条件として「学歴・実務経験が条件を満たしている」ことや「必要な技術または知識を習得している」こと、「日本滞在時の素行不良がない」ことなどが求められており、更新ができるので長期就労が可能である。この「技人国」のビザが悪用されるケースもあるという。

The number of foreigners living in Japan has been increasing year by year. According to the Immigration Services Agency, the number of foreign residents stood at approximately 3.96 million as of June this year, marking an increase of about 1.8 times over the past decade.

One contributing factor is believed to be the introduction in 2019 of the “Specified Skilled Worker” status, which accepts foreign nationals possessing skills in specific fields such as nursing care as workers.

The government is considering measures regarding this increasing trend of foreign residents.

 The coalition agreement between the Liberal Democratic Party and the Japan Innovation Party explicitly states a system for “quantitative management” of foreign residents. “Quantitative management” means that if the proportion of foreigners becomes too high, numerical targets and basic policies regarding acceptance will be established.

The largest group of foreign residents holds “Permanent Resident” status, allowing them to continue living in Japan without restrictions on their activities or period of stay. Approximately 930,000 people hold this status, accounting for about a quarter of Japan's foreign residents.

The next largest group holds the “Technical, Humanitarian, and International Services” (Tech/Human/Int'l) status, numbering about 460,000. The number of foreign residents with this status has increased by about 1.6 times over five years. Officially called the “Technical, Humanitarian, and International Services” status, it is commonly abbreviated as “Tech/Human/Int'l” by taking the first character from each word. The maximum period of stay is five years. Requirements for obtaining this status include “meeting academic background and practical experience criteria,” “possessing the necessary skills or knowledge,” and “having no record of misconduct during previous stays in Japan.” Since it can be renewed, long-term employment is possible. There are also cases where this “Technical/Humanities/International Services” visa is abused.

其中一个原因在于,自2019年起设立了“特定技能”在留资格,允许在护理等特定领域具备技能的外国人作为劳动者入境。

针对持续增长的外国人群体,日本政府正着手制定应对措施。

 自民党与维新会的联合执政协议书中明确记载了针对在留外国人的“数量管理”机制。所谓“数量管理”是指当外国人比例过高时,将制定接收相关的数值目标及基本方针。

在留外国人中占比最高的是“永住者”资格持有者,其居留活动与居留期限均不受限制,可长期定居日本。持有该资格者约93万人,占日本在留外国人的四分之一。

其次是“技人国”在留资格,约46万人。该类在留外国人五年间增长约1.6倍。其正式名称为“技术·人文知识·国际业务”在留资格,因取首字缩写故称“技·人·国”。该签证最长居留期限为5年,申请条件包括“学历与实务经验达标”、‘掌握必要技术或知识’、“在日本居留期间无不良行为”等。由于可续签,持有人可长期就业。据悉,此类“技人国”签证也存在被滥用的情况。
