留学生のバイト許可厳格化

日本国政府によれば、大学や専門学校で学ぶ外国人留学生の就労審査が厳しくなる。これまでは、入国時に申請すれば原則許可されていたが、就業状況や勤務時間が厳格に管理されるようになる。制度の改正は2026年に改正される予定で、規定時間を超える勤務や留学を抜け穴とした不法就労ができなくなる。

現在、留学生の就労は原則認められていないが、入管庁の許可があれば週28時間以内のアルバイトなどができる。新制度では、入国後に就学状況や勤務先を申請し、入管庁が個別に審査する方式への切り替えが検討されている。これにより、留学生が得た収入が納税情報から確認できるようになる。

2027年からは、マイナンバーを活用して、自治体が管理する外国人の税や社会保険料の納付状態から勤務状態が調べたられるようになり、週28時間を超える不正就労が特定しやすくなる。

Part-time Work Permits for International Students to Be Tightened

According to the Japanese government, employment screening for international students studying at universities and vocational schools will be tightened. Previously, work was generally permitted upon application upon entry, but now, employment status and working hours will be strictly controlled. The system is scheduled for revision in 2026, preventing illegal employment by working overtime or using study abroad as a loophole.

Currently, international students are generally not permitted to work, but with permission from the Immigration Bureau, they will be able to work part-time up to 28 hours per week. Under the new system, applications for educational status and employment will be submitted after entry, and the Immigration Bureau will individually review the application. This will allow international students' income to be verified through tax payment information.

Starting in 2027, local governments will be able to use My Number to investigate working status based on tax and social insurance payment records for foreigners, making it easier to identify illegal working in excess of 28 hours per week.

日本政府将收紧留留学生兼职工作许可

据日本政府消息，将收紧留留学生在大学和职业学校就读期间的就业审查。此前，留学生入境后一般可申请工作，但现在，其就业状态和工作时长将受到严格控制。该制度计划于2026年进行修订，以防止留学生通过加班或利用留学漏洞非法就业。

目前，留学生一般不允许工作，但经入国管理局批准，他们可以每周兼职工作最多28小时。在新制度下，留学生需在入境后提交学习状态和就业申请，入国管理局将对每份申请进行单独审核。这将使日本政府能够通过留学生的纳税信息核实其收入。

从 2027 年开始，地方政府将能够使用“我的号码”根据外国人的纳税和社会保险缴费记录来调查其工作状况，从而更容易识别每周工作超过 28 小时的非法工作。
