外食特定技能の転職求人が2倍に増加
政府が特定技能制度の外食業向け新規受け入れを停止して2カ月が経過した。約5万人いる外国人労働者の奪い合いが激しくなっている。転職市場における特定技能人材への求人数は停止発表前と比べ倍増した。人件費の上昇が外食企業の経営を圧迫している。
特定技能制度は自らが就労できる「1号」と家族を同行させ無期限で働ける「2号」からなる。外食では1号が26年5月に上限の5万人に迫る見通しとなり、政府は4月13日に新たな申請の受け付けを停止した。新規入国だけでなく、他の在留資格などからの切り替えもできなくなった。
外食各社が特定技能人材に頼る背景は、担い手が限られるからだ。長時間労働やシフト制といった働き方への懸念に加え、所得水準も他業界の平均より低い。
厚生労働省の有効求人倍率は4月時点で飲食物調理従事者が2.17倍、接客・給仕職業従事者は2.35倍に達する。全職業平均の1.02倍を上回る。
外食業で働く約400万人のうち、特定技能は1%強だ。ただ、日本人と同様に副店長などのポジションに就き、シフト管理や発注業務を担う人材が少なくない。店舗運営に不可欠な戦力なのは間違いない。
特定技能1号は19分野が対象だ。企業が国内人材の確保や生産性向上を怠ることがないよう、分野ごとに受け入れ上限を設定している。外食産業における5万人は29年3月末までの枠で、受け入れ停止措置が最長で約3年続くことも考えられる。
他の分野では25年末までに飲食料品製造が70%、建設は65%、介護でも54%の枠が埋まっている。
人材の奪い合いは採用コストの増加につながる。賃上げだけでなく紹介料など採用費用が膨らむと、店舗運営の負担は重くなる。原材料高や人件費上昇が常態化すれば、メニュー値上げの流れは続きかねない。
Job Postings for “Specific Skilled Worker” Positions in the Foodservice Industry Double
It has been two months since the government suspended the acceptance of new workers under the Specific Skilled Worker program for the foodservice industry. Competition for the approximately 50,000 foreign workers in the sector is intensifying. The number of job openings for Specific Skilled Worker candidates in the job market has doubled compared to before the suspension was announced. Rising labor costs are putting pressure on the operations of foodservice companies.
The Specific Skills Program consists of “Category 1,” which allows workers to work independently, and “Category 2,” which allows them to bring their families and work indefinitely. In the foodservice industry, the number of Category 1 workers is projected to approach the cap of 50,000 in May 2026, prompting the government to suspend acceptance of new applications on April 13. This suspension applies not only to new entries but also to switches from other residency statuses.
The reason foodservice companies rely on Specific Skilled Workers is that the pool of available workers is limited. In addition to concerns about working conditions—such as long hours and shift work—income levels in the industry are lower than the average in other sectors.
According to the Ministry of Health, Labor and Welfare, the effective job openings-to-applicants ratio as of April stood at 2.17 for food preparation workers and 2.35 for customer service and waitstaff—both exceeding the overall average of 1.02.
Of the approximately 4 million people working in the foodservice industry, those with “Specified Skilled Worker” status account for just over 1%. However, a significant number of them hold positions such as assistant manager—just like their Japanese counterparts—and are responsible for shift management and ordering. There is no doubt that they are an indispensable part of store operations.
The Specified Skilled Worker Category 1 program covers 19 sectors. To ensure that companies do not neglect securing domestic talent or improving productivity, intake caps have been set for each sector. The quota of 50,000 for the foodservice industry is valid through the end of March 2029, and it is possible that the suspension of new intake could last for up to approximately three years.
In other sectors, 70% of the quota for food and beverage manufacturing, 65% for construction, and 54% for nursing care had already been filled by the end of 2025.
The competition for workers leads to higher recruitment costs. As not only wages but also recruitment expenses—such as placement fees—rise, the burden on store operations grows heavier. If high raw material costs and rising labor costs become the norm, menu price increases are likely to continue.
