居留許可、永住権などの手数料上限が上がる

 外国人が在留資格を更新・変更する際の手数料の上限を引き上げる改正出入国管理・難民認定法が5月29日、成立した。通常の在留資格で10万円、永住許可は30万円に上げる。これらの費用は、日本語や日常生活上のルールを学ぶといった共生策の費用に充てる。

 現状の上限は1万円で、10〜30倍に引き上げられることになる。出入国在留管理庁は「外国人が行政から受けるサービスを勘案した」と説明する。改正入管法で上限を定め、実際に徴収する額は政令で決める。在留期間が長いほど手数料がかかる仕組みにする。3カ月で1万円、5年の場合は7万円程度に引き上げる方針だ。更新手数料は現状、窓口での手続きで在留期間によらず6000円に設定している。

 永住許可は約20万円に引き上げる。経済的に困窮している場合は減額や免除できる。入管庁はどういう事例が該当するかについてガイドラインを作成する方針だ。手数料の引き上げにより、最大900億円規模の増収を見込む。日本に在留する外国人は増加を続けており、2025年末時点で400万人を超えた。一部で地域住民とトラブルが発生している例もあり、共生策を拡充する。自治体による相談体制の強化や日本語教育の充実といった施策を念頭におく。不法在留者対策にかかる費用にも反映する。従来は手続きにかかる人件費など実費のみ徴収していたという。政府は外国人が日本語や生活のルールについて受講できるプログラムを創設する。28年度から段階的に実施する。

 在留管理のデジタル化にも充てる。在留申請の原則オンライン化を進めるほか、手数料のキャッシュレス決済の導入を検討する。改正入管法は短期滞在のインバウンド(訪日外国人)にも対応する。観光客らの入国をオンラインで事前審査する「JESTA(ジェスタ)」の制度を28年度にも導入する。

ビザが免除になる国・地域を対象とする。渡航目的のほか職業や住所といった個人情報をオンラインで申請させる。短期滞在者の入国の可否を事前に審査できるようにし、不法滞在目的の上陸を防ぐ。認証がない場合、航空機などへの搭乗を拒むよう事業者に義務付ける。入国審査を簡略にして待ち時間を短くする効果も期待する。

 

Fee Caps for Residence Permits and Permanent Residency to Increase

An amendment to the Immigration Control and Refugee Recognition Act, which raises the maximum fees for foreigners renewing or changing their status of residence, was enacted on May 29. The fee for standard status of residence will be raised to 100,000 yen, and the fee for permanent residency to 300,000 yen. These funds will be used to cover the costs of integration measures, such as Japanese language instruction and education on rules of daily life.

 The current cap is 10,000 yen, meaning the fees will be raised by 10 to 30 times. The Immigration Services Agency explains that the increase was made “in consideration of the services foreigners receive from the government.” The amended Immigration Control Act sets the caps, while the actual amounts collected will be determined by cabinet order. The system will be structured so that longer periods of stay incur higher fees. The plan is to raise the fee to 10,000 yen for a 3-month stay and approximately 70,000 yen for a 5-year stay. Currently, the renewal fee is set at 6,000 yen for in-person procedures, regardless of the length of stay.

The fee for permanent residency permits will be raised to approximately 200,000 yen. Reductions or exemptions will be available for those facing financial hardship. The Immigration Bureau plans to create guidelines specifying which cases qualify. The fee increases are expected to generate up to 90 billion yen in additional revenue. The number of foreign residents in Japan continues to rise, exceeding 4 million as of the end of 2025. As there have been instances of conflicts with local residents in some areas, measures to promote coexistence will be expanded. The government is considering policies such as strengthening consultation systems by local governments and enhancing Japanese language education. The increase will also cover costs related to measures against illegal residents. Previously, only actual expenses, such as personnel costs for processing applications, were collected. The government will establish programs where foreign residents can learn Japanese and the rules of daily life. These will be implemented in phases starting in fiscal year 2028.

Funds will also be allocated to the digitization of residency management. In addition to moving toward an online system for residency applications as a general rule, the government will consider introducing cashless payment options for fees. The amended Immigration Control Act will also address short-term visitors (inbound foreign tourists). The “JESTA” system, which conducts online pre-screening for the entry of tourists and others, will be introduced as early as fiscal year 2028.

This will apply to countries and regions eligible for visa exemption. Applicants will be required to submit personal information online, including their purpose of travel, occupation, and address. This will enable the pre-screening of short-term visitors to determine their eligibility for entry and prevent those intending to overstay from entering the country. Operators will be required to deny boarding to aircraft and other modes of transport to those without proper authorization. This is also expected to simplify immigration screening and reduce waiting times.

 5月29日,《出入境管理及难民认定法》修正案正式通过,该修正案提高了外国人更新或变更居留资格时的手续费上限。普通居留资格的手续费上限将提高至10万日元,永久居留许可的手续费上限将提高至30万日元。这些费用将用于支付学习日语及日常生活规则等共生措施的费用。

 目前上限为1万日元,此次将提高至10至30倍。出入国在留管理厅解释称:“这是综合考虑了外国人从行政部门获得的服务而作出的决定。”修订后的《出入国管理及难民认定法》将设定上限,实际征收金额则由政令决定。该机制将采取“居留期间越长,手续费越高”的模式。计划将3个月的费用定为1万日元,5年的费用则上调至约7万日元。目前,无论居留期限长短,在窗口办理更新手续的手续费均设定为6000日元。

 永住许可的手续费将上调至约20万日元。经济困难者可申请减免。入管厅计划制定相关指南,明确符合减免条件的具体情形。预计通过上调手续费,可增加约900亿日元的财政收入。在日本居留的外国人持续增加,截至2025年底已超过400万人。鉴于部分地区已出现与当地居民发生纠纷的案例,将扩充共生对策。计划重点推进地方政府强化咨询机制及充实日语教育等措施。相关费用也将用于应对非法居留者。据悉,此前仅收取手续相关的人工费等实际费用。政府将设立面向外国人的日语及生活规则培训项目,并从2028年度起分阶段实施。

 资金还将用于在留管理的数字化。除推进在留申请原则上实现在线化外,还将探讨引入手续费无现金支付方式。修订后的《入管法》也将涵盖短期停留的入境游客(访日外国人)。计划于2028年度引入“JESTA”制度,对游客等人员的入境进行在线预审。

该制度适用于免签国家及地区。除旅行目的外,还将要求申请人在线提交职业、住址等个人信息。此举旨在对短期停留者的入境资格进行事前审查,防止以非法滞留为目的的入境。若未通过认证,将要求相关运营商拒绝其登机。预计此举还将简化入境审查流程,缩短等待时间。
