帰化申請が難しい理由
帰化申請は永住に比べてとても難しいです。2026年からはさらに難しくなると言われてます。その理由は
- 面接がある
永住申請は書類を集めて申請して、結果を待つだけです。帰化申請の面接では、申請した書類に嘘がないか、日本で真面目に生活する覚悟があるか、などについて法務局の担当者が直接会って、厳しくチェックされます。面接時間は1時間以上になることもあります。普段は日本語が問題なく話せる人でも、面接で失敗したら、大変なことになってしまいます。面接では、外国人の方とその家族が、日本のルールを守って生活をしているか、申請者が本当に日本で生活していく意思があるのかを確認されます。
- 調査の深さが全く違う
永住申請では、日本に安定して住める人かどうかを審査されます。そのため、収入、税金、年金の支払い状況がチェックチェックされます。永住申請は、外国人のまま日本に住む資格があるかどうかを審査されます。
帰化申請では、日本人になる資格があるかどうかを審査する手続きです。
申請者だけでなく、配偶者、子供、両親や兄弟のことも調べられます。2026年からは審査方法がさらに厳しくなる見込みです。
- 必要書類の量が多い
永住申請は20〜30枚の必要書類を求められますが、帰化申請では100枚以上、多い人では200枚、300枚を超えることもあります。
- 日本語のテストがある
永住申請には日本語試験はないですが、帰化申請では日本語のテストがあります。
話す能力は、日本語能力試験のN1やN2があれば十分ですが、帰化の試験では、読む力、書く力も必要になります。
しっかり勉強して、日常生活で使う簡単な文章を手書きで書けるように勉強しておく必要があります。

2. The depth of investigation is entirely different
Permanent residency applications assess whether the applicant can live stably in Japan. Therefore, income, taxes, and pension payment status are thoroughly checked. Permanent residency applications examine whether the foreigner qualifies to live in Japan as a foreigner.
Naturalization applications are a procedure to examine whether the applicant qualifies to become Japanese.
Not only the applicant, but also their spouse, children, parents, and siblings are investigated. The screening methods are expected to become even stricter starting in 2026.
3. The volume of required documents is large
Permanent residency applications require 20 to 30 documents, but naturalization applications require over 100 documents. For some applicants, this number can exceed 200 or even 300 documents.
4. Japanese Language Test

2. 审查深度截然不同
永住申请旨在审核申请人是否具备在日本稳定居留的能力,因此会重点核查收入、纳税及养老金缴纳情况。该申请本质上是审查外国人是否具备继续居留日本的资格。
归化申请则是审核申请人是否具备成为日本公民的资格。
不仅审查申请人,其配偶、子女、父母及兄弟姐妹的情况也将被纳入调查范围。预计2026年起审查标准将进一步收紧。
3. 所需文件数量庞大
永住申请需提交20-30份文件,而归化申请则需100余份,部分申请人甚至需提交200至300余份文件。
4. 需通过日语测试
永住申请无需日语考试,但归化申请设有日语测试。
口语能力方面,持有日语能力考试N1或N2证书即可满足要求,但归化考试还需具备阅读与写作能力。
