2026年6月から特定在留カードが運用開始

2026年6月14日から、特定在留カードの運用が開始されます。

これは、従来の在留カード又は特別永住者証明書とマイナンバーカードの機能が1枚のカードになります。

これまでは、2枚のカードの窓口が別々で、在留期間更新時には入管へ、マイナンバー関連の手続きの際は市区町村へと別々に行く必要がありました。

マイナンバーカードの取得は任意であるため、特定在留カード等の取得も義務ではありません。
なお、特定在留カード等の取得を希望しない場合は、新たな様式の在留カード等の交付を受けることになります。

特定在留カード等の交付の申請ができる窓口は、
・市区町村の窓口: 住居地の届出（転入届をもってみなされるものに限る。）を行った場合
・地方出入国在留管理局: 在留資格に係る申請を行った場合

特定在留カードは、外国人にとってより便利になるものですが、いくつか注意点もあります。

1.紛失時の扱いが変わる
　1枚に統合されているため、紛失した際はマイナンバー機能と在留カード機能の両方についての停止・再発行手続きが必要になります。

2.表示内容の見直し
　新カードでは、カード表面に記載する情報が見直され、詳細なデータの一部（在留期間や許可日など）は ICチップ内に記録されることになっておりカードを見てもすぐに確認が出来ないです。

3.発行に時間がかかる

4.在留期間更新許可申請後、審査が長引き「特例期間」に入ると、マイナンバーカード機能が一時停止し、別途市区町村での手続きが必要になる場合があります。

※在留カードの特例期間自体は今までと変更点はないです。

メリットもデメリットもあるので、自分にあったものを選ぶ必要があります。

The Specified Residence Card will be introduced starting June 14, 2026.

This card combines the functions of the previous Residence Card or Special Permanent Resident Certificate with the My Number Card into a single card.

Previously, two separate offices handled these cards: you had to go to the Immigration Bureau for residence period renewals and to your local municipality for My Number-related procedures.

Since obtaining a My Number Card is optional, obtaining a Specified Residence Card is also not mandatory. If you do not wish to obtain a Specified Residence Card, you will receive a new format Residence Card instead.

The offices where you can apply for the issuance of a Specified Residence Card, etc., are:

・Municipal Office: When you have filed a notification of residence (limited to cases deemed equivalent to filing a transfer-in notification)

・Regional Immigration Bureau: When you have applied for a status of residence

While the Specified Residence Card offers greater convenience for foreign nationals, there are several points to note:

1. Handling upon loss changes: Since it combines multiple functions into one card, if lost, you must suspend and reissue both the My Number Card function and the Residence Card function.

2. Review of displayed information: On the new card, the information printed on the front has been revised. Some detailed data (such as period of stay and permission date) is now stored within the IC chip and cannot be immediately confirmed by looking at the card itself.

4. If your residence period extension application enters a “special period” due to prolonged review, the My Number Card function may be temporarily suspended, requiring separate procedures at your local municipality.

※ The special period for the Residence Card itself remains unchanged.

There are both advantages and disadvantages, so you need to choose the option that suits you best.

特定在留卡将于2026年6月起正式启用

自2026年6月14日起，特定在留卡将正式投入使用。

该卡整合了原有在留卡或特别永住者证明书与个人编号卡的功能于一张卡片。

此前需分别前往不同窗口办理两类手续：更新在留期限时需前往入国管理局，办理个人编号相关手续时则需前往市区町村政府。

由于个人编号卡属自愿申领，特定居留卡等亦非强制办理。若不愿申领特定居留卡等，将获发新版居留卡等证件。

可办理特定居留卡等申请的窗口包括：

・市区町村窗口：已办理居住地申报（仅限以迁入申报视为已办理的情况）时

・地方出入国在留管理局：办理居留资格相关申请时

特定居留卡虽为外国人提供更多便利，但需注意以下事项：

1.遗失处理方式变更
　因功能整合于单一卡片，遗失时需同时办理个人编号卡功能与在留卡功能的停用及补发手续。

2.显示内容调整
　新版卡片表面记载信息经修订，部分详细数据（如在留期限、许可日期等）将记录于IC芯片内，无法通过卡片表面直接确认。

3. 办理周期延长

4. 居留期限更新许可申请后若因审查延长进入“特例期间”，个人编号卡功能将暂停使用，可能需另行前往市区町村办理手续。

※居留卡特例期间本身与以往并无变化。

两者各有优劣，需根据自身情况选择合适方案。
