技人国の更新の際にも語学能力証明が必要になる

改定の背景は、偽装技人国の排除です。技人国と言うのは専門的な業務を行うための就労ビザです。しかし実際には言語能力が足りていないにもかかわらず、通訳として日本に呼び寄せ、実際には工場のラインとか、飲食店での接客業務などの単純労働をさせている企業があるのが現状です。2026年4月15日以降に技人国の更新申請をするケースについては、語学証明書の提出が必要になるケースがあります。どのようなケースで必要になるかは以下の通りです。

1.企業のカテゴリーが3または4の場合

2.業務が翻訳や通訳または接客を伴う業務の場合

3.転職後、初めての更新の場合

　語学証明書の提出が必要でない場合は、以下の通りです。

1.企業のカテゴリー1または2の場合

2.以前から同じ会社で働いていて、同じ業務をしている場合

3.言語能力をメインの業務としていない場合

The reason for this revision is to eliminate fraudulent use of the Technical Intern Training Visa. The Technical Intern Training Visa is a work visa intended for specialized professional duties. However, the current reality is that some companies bring people to Japan as interpreters despite their insufficient language skills, and then have them perform simple manual labor, such as working on factory assembly lines or providing customer service in restaurants. For renewal applications submitted on or after April 15, 2026, the submission of a language proficiency certificate may be required. The cases in which this is required are as follows:

1. If the company falls under Category 3 or 4

2. If the duties involve translation, interpretation, or customer service

3. If this is the first renewal after changing jobs

The following cases do not require the submission of a language proficiency certificate:

1. If the company falls under Category 1 or 2

2. If you have been working at the same company for some time and are performing the same duties

3. If language proficiency is not the primary focus of your duties

更新“技术人员签证”时也需提交语言能力证明

　此次修订的背景是为了杜绝“伪装技术人员签证”现象。“技术人员签证”是一种用于从事专业工作的就业签证。但现实情况是，有些企业虽然申请人的语言能力不足，却以翻译的名义将其招至日本，实际上却让他们在工厂生产线或餐饮店从事接待等简单劳动。对于2026年4月15日之后提交的“技术/人类/国际”签证续签申请，部分情况需提交语言能力证明。具体需要提交的情况如下：

1. 企业类别为3或4的情况

2. 工作内容涉及翻译、口译或接待服务的情况

3. 换工作后首次续签的情况

　无需提交语言能力证明的情况如下：

1. 企业类别为1或2的情况

2. 此前一直在同一公司工作且从事相同业务的情况

3. 语言能力并非主要业务内容的情况
