自転車に対して反則金の制度が施行された

2026年4月1日から自転車に対しても反則金の制度が施行されました。これにより日本で暮らす外国人で帰化申請を現在考えている方に大きな影響を与えます。具体的な対象は、携帯電話をしながら自転車に乗っていた場合、歩道で人よりも速い速度で自転車を運転した場合、信号無視、一時不停止、放置駐車違反、右側通行などがあります。日本人にとっては罰金を払えば済むことかもしれませんが、外国人で帰化申請を考えている方にとっては、帰化審査の許可不許可に与える影響がものすごく大きくなります。法務局では審査要領とかガイドラインは公表されていませんが、5年以内に4回の反則を繰り返した場合、または2年以内に3回の反則を繰り返すと帰化申請が不許可になると言われています。これまでは車の運転さえ気をつけていれば許可が出ましたが、これからは自転車の運転についても気をつける必要があります。反則を犯した事実と言うのは法務局にばれるのかというと、帰化の審査の際は、法務局は警察の方にも調査をします。

　帰化申請を考えている方は、これから3つのことに注意してください。1つは自転車は軽車両だという認識を持ちましょう。2つ目はもし万が一青切符を切られてしまった場合は即座に支払いをしましょう。3つ目は携帯電話はスマホホルダーなどを使いましょう。

　せっかく帰化の要件を全部満たしているのに、自転車の違反3回位の反則で不許可になる事は避けましょう。

A system of fines for bicycle violations has been implemented

As of April 1, 2026, a system of fines for bicycle violations has been implemented. This will have a significant impact on foreign residents in Japan who are currently considering applying for naturalization. Specific violations include riding a bicycle while using a mobile phone, riding a bicycle on the sidewalk at a speed faster than pedestrians, running red lights, failing to stop at stop signs, illegal parking, and riding on the wrong side of the road. While Japanese citizens may view this as simply a matter of paying a fine, for foreign nationals considering naturalization, the impact on the approval or denial of their naturalization application is extremely significant. Although the Ministry of Justice has not published specific screening guidelines, it is said that if you commit four violations within five years, or three violations within two years, your naturalization application will be denied. Previously, as long as you were careful while driving a car, your application would likely be approved, but from now on, you must also be careful when riding a bicycle. As for whether the Ministry of Justice will discover that you have committed a violation, during the naturalization screening process, the Ministry will also conduct an investigation with the police.

　If you are considering applying for naturalization, please keep the following three points in mind. First, be aware that bicycles are classified as light vehicles. Second, if you are ever issued a traffic ticket, pay the fine immediately. Third, use a smartphone holder when riding your bicycle.

You don’t want to risk having your application denied due to three or so bicycle traffic violations, especially when you’ve already met all the requirements for naturalization.

针对自行车实施了罚款制度

　自2026年4月1日起，针对自行车也开始实施罚款制度。这将对目前正在考虑申请归化的在日外国人产生重大影响。具体违规行为包括：骑行时使用手机、在人行道上以超过行人速度骑行、闯红灯、未停车让行、违规停放以及未靠右行驶等。对于日本人来说，或许只需缴纳罚款即可了事，但对于考虑申请归化的外国人而言，这将对归化审查的通过与否产生极其重大的影响。虽然法务局尚未公布审查细则或指南，但据称若在5年内累计4次违规，或在2年内累计3次违规，归化申请将被驳回。此前只要注意驾驶汽车即可获批，但今后在骑行自行车时也必须格外谨慎。至于违规事实是否会被法务局察觉，在归化审查过程中，法务局会向警方进行调查。

　正在考虑申请归化的人士，今后请注意以下三点。第一，要认识到自行车属于轻型车辆。第二，万一被开具交通罚单，请立即缴纳罚款。第三，骑行时请使用手机支架等固定装置。

　既然已经满足了归化的所有条件，请务必避免因3次左右的自行车违规而导致申请被驳回。
