JALとANAが連携しフィリピンで特定技能の外国人整備士を育成

 日本航空(JAL)と全日本空輸(ANA)が連携し、フィリピンで特定技能制度を使った航空機の整備士の育成を始めた。国が人手不足と認めた分野で外国人の就労を認める特定技能制度は19年に始まった。JALやANAは空港の駐機場での貨物積み下ろしなどを担う「グランドハンドリング」の業務を中心に採用を増やしてきたが、整備士の育成についてはライバル同士で手を組んだ。

 両社は人材紹介のONODERA USER RUN(オノデラユーザーラン、東京・千代田)などがフィリピンで運営する特定技能の学校に整備士を派遣している。JALは南部ダバオの学校、ANAは首都マニラの学校にそれぞれ派遣し、特定技能認定のための技術を教育する。

航空機整備の試験は実技や専門用語などの学習が必要で、難易度が高いとされる。両社は卒業生についてはどちらの学校出身かに関係なく採用する。

 特定技能の採用は、交通・物流分野では19年に航空、自動車整備、造船・舶用工業で始まり、24年に自動車運送業と鉄道が加わった。5分野で働く外国人材は25年末に約1万8900人と、22年末の3倍近くに増えた。

一方、外国人材の活用には課題もある。トラックやバスの運転手については、外国の運転免許証から日本の免許証を取得する「外免切り替え」の試験を政府が25年に厳格化し、合格率が急低下した。特定技能は採用人数に上限がある。政府は上限人数に達しそうな外食分野については、4月13日に新規の受け入れを停止した。交通・物流業界も同じような事態に陥るリスクを抱えている。

 東急バス(東京・目黒)では3月、インドネシア人の運転手3人が独り立ちして営業運転を始めた。接客時の挨拶の仕方、運賃の扱い、バス停や路線の覚え方などを日本人よりも丁寧に時間をかけて研修を実施してきた。乗客からは「対応が丁寧だ」といった褒め言葉が大半だという。外国人材との共生が不可避な中、コミュニケーション上の不安解消も大切になる。

JAL and ANA Partner to Train Foreign Aircraft Mechanics Under the Specific Skills Program in the Philippines

 Japan Airlines (JAL) and All Nippon Airways (ANA) have partnered to begin training aircraft mechanics in the Philippines under the Specific Skills Program. The Specific Skills Program, which allows foreign workers to be employed in fields where the government has recognized a labor shortage, was launched in 2019. While JAL and ANA have been increasing hiring primarily for “ground handling” operations—such as loading and unloading cargo at airport aprons—the two rivals have joined forces specifically for the training of mechanics.

 Both companies are sending trainees to Specific Skills schools in the Philippines operated by recruitment agency ONODERA USER RUN (Chiyoda, Tokyo) and others. JAL sends trainees to a school in Davao in the south, while ANA sends them to a school in the capital, Manila, to provide training in the technical skills required for Specific Skills certification.

Aircraft maintenance exams are considered difficult, requiring study of practical skills and technical terminology. Both companies will hire graduates regardless of which school they attended.

The recruitment of Specific Skilled Workers in the transportation and logistics sector began in 2019 in the aviation, automotive maintenance, and shipbuilding/marine engineering industries, with the trucking and railway sectors added in 2024. The number of foreign workers in these five sectors reached approximately 18,900 by the end of 2025, nearly tripling from the end of 2022.

However, there are challenges in utilizing foreign workers. For truck and bus drivers, the government tightened the “foreign license conversion” exam—required to obtain a Japanese license from a foreign one—in 2023, causing the pass rate to plummet. The Specific Skills program has a cap on the number of hires. The government suspended new admissions in the food service sector on April 13, as it was nearing its quota. The transportation and logistics industry faces a similar risk.

 At Tokyu Bus (Meguro, Tokyo), three Indonesian drivers began working independently on commercial routes in March. The company conducted training that took more time and was more thorough than for Japanese drivers, covering topics such as how to greet passengers, handling fares, and memorizing bus stops and routes. The majority of feedback from passengers has been positive, with comments such as “they are very polite.” As coexistence with foreign workers becomes inevitable, addressing communication concerns is also crucial.

 东急巴士(东京都目黑区)于3月安排3名印尼籍司机独立上岗,开始正式运营。公司针对接待时的问候方式、票价处理、公交站及路线记忆方法等,投入了比培训日本员工更长的时间,进行了更为细致的培训。据称,乘客反馈中绝大多数都是“服务态度很周到”等赞誉。在与外国人才共生共荣不可避免的背景下,消除沟通方面的顾虑也变得至关重要。
