日本の人口減、外国人労働者が和らげる 国外から転入72万人で最多に

総務省が7月29日発表した2026年1月1日時点の住民基本台帳に基づく人口動態調査によると、日本に住む外国人の人口は403万1159人だった。前年と比べて35万人増え、過去最多となった。

 総人口1億2376万7642人に占める外国人の割合は3.3%となった。0.3ポイント上昇した。少子高齢化を背景に日本人の人口が17年連続で減少するなか、労働の担い手として欠かせない存在となっている。

外国人は47都道府県すべてで増加した。国外からの転入者は計72万988人で、2013年以降で最も多くなった。留学生に加え、人手不足の産業で労働者を受け入れる特定技能が増えた。

 増加数が最も多かったのは東京都で、78万3702人と6万2479人増えた。留学生の受け入れ先となる学校が集中していることなどが大きな要因としてあげられる。外国人全体に占める東京の割合は19.4%に上る。

 直近ではネパール人が急増している。都の調査で4月時点の都内のネパール人の人口は6万人を超え、国別でベトナムを抜き3位となった。江戸川区では21年にネパール人向けのインターナショナルスクールが開校。数百人の児童・生徒が通う。文化の違いなどから学校には「子どもが道路で広がって歩いている」といった苦情が寄せられたといい、区は学校と連携して同校の子どもを対象に交通ルールやマナーを学ぶセミナーを開いている。ごみ拾いイベントに子どもや教員が参加するなど多文化共生をめざす。

 日本に住む外国人の存在感は年々高まっている。在住者の86.2%が15〜64歳の生産年齢人口にあたり、なかでも働き盛りといえる25〜29歳が階層別で17.7%と最多を占める。20〜24歳、30〜34歳が続く。日本人の生産年齢人口が30年以上減少を続けているのとは対照的だ。

2027年からは「育成就労」と呼ぶ新制度も始まる。既存の特定技能制度よりも中長期的な労働力として外国人を育成することを目的とする。外国人の受け入れ枠は現状の特定技能の80万人超から計123万人まで拡大する見通しだ。

 外国人労働者はすでに外食などの産業で不可欠な存在になっており、共生政策の重要性は増している。

Foreign Workers Mitigate Japan’s Population Decline; Inflows from Abroad Reach Record High of 720,000

According to a demographic survey based on the Basic Resident Register as of January 1, 2026, released by the Ministry of Internal Affairs and Communications on July 29, the population of foreign residents in Japan stood at 4,031,159. This represents an increase of 350,000 from the previous year and marks a record high.

 Foreign nationals accounted for 3.3% of the total population of 123,767,642, an increase of 0.3 percentage points. Against the backdrop of a declining birthrate and an aging population—which has caused Japan’s native-born population to decline for 17 consecutive years—foreign nationals have become an indispensable source of labor.

The number of foreign nationals increased in all 47 prefectures. The total number of people moving into Japan from abroad reached 720,988, the highest figure since 2013. In addition to international students, the number of workers admitted under the “Specified Skilled Worker” program—which addresses labor shortages in certain industries—has increased.

 Tokyo recorded the largest increase, rising by 62,479 to 783,702. A major factor cited is the concentration of schools that host international students. Tokyo accounts for 19.4% of the total foreign population.

 Most recently, there has been a sharp increase in the number of Nepalese residents. According to a Tokyo Metropolitan Government survey, the Nepalese population in Tokyo exceeded 60,000 as of April, making Nepal the third-largest national group, surpassing Vietnam. In Edogawa Ward, an international school for Nepalese students opened in 2021. Several hundred children and students attend the school. Due to cultural differences, the school reportedly received complaints such as “children are walking spread out across the road,” so the ward has been collaborating with the school to hold seminars for its students on traffic rules and etiquette. The ward also aims to foster multicultural coexistence through initiatives such as having children and teachers participate in litter cleanup events.

 The presence of foreign residents in Japan is growing year by year. Among foreign residents, 86.2% fall within the working-age population (ages 15–64), and within this group, those aged 25–29—considered to be in their prime working years—make up the largest share at 17.7%. They are followed by those aged 20–24 and 30–34. This stands in stark contrast to the Japanese working-age population, which has been declining for over 30 years.

A new system called “Training-to-Work” will also begin in 2027. Its purpose is to develop foreign nationals as a medium- to long-term workforce, going beyond the existing Specified Skilled Worker system. The quota for accepting foreign nationals is expected to expand from the current level of over 800,000 under the Specified Skilled Worker system to a total of 1.23 million.

Foreign workers have already become indispensable in industries such as the food service sector, and the importance of policies promoting coexistence is growing.

 近期,尼泊尔人数量激增。据东京都调查,截至4月,东京都内的尼泊尔人人口已超过6万人,在各国中超越越南,位列第三。江户川区于2021年开设了一所面向尼泊尔人的国际学校,目前有数百名学生就读。据悉,由于文化差异等原因,学校曾收到“孩子们在路上散开行走”等投诉,为此,该区与学校合作,针对该校学生举办了学习交通规则和礼仪的讲座。此外,学生和教师还参与了捡垃圾活动等,致力于实现多元文化共生。

 居住在日本的外国人的存在感逐年增强。在居留者中,86.2%属于15至64岁的劳动年龄人口,其中处于工作黄金期的25至29岁人群在各年龄层中占比最高,达17.7%。其次是20至24岁和30至34岁人群。这与日本人的劳动年龄人口持续减少30多年形成了鲜明对比。

从2027年起,还将启动一项名为“培养就业”的新制度。该制度旨在将外国人培养成中长期劳动力,这与现有的特定技能制度有所不同。预计外国人的接收名额将从目前的特定技能制度的80多万人扩大至总计123万人。

外国劳工在餐饮等行业已成为不可或缺的存在,共生政策的重要性日益凸显。
