生産性を向上させるか外国人労働力を増やすか
厚生労働省によると、2025年10月末で外国人労働者数は257万人、外国人を雇用する事業所数は37万1千カ所と、前年比27万人、2万9千カ所増加した。新型コロナウイルス禍明け以降、外国人労働者数の速いペースでの増加が続いている。
日本は人手不足を女性や高齢者の労働参加の拡大でしのぎ、それでも足りない分を外国人労働力で補ってきた。今後、人手不足はさらに深刻化する。日本の生産年齢人口は40年まで年平均70万人減少すると見込まれる。女性や高齢者の労働力率の引き上げは徐々に限界に近付いており、外国人労働者を現状の年30万人程度を上回るペースで受け入れなければ、人手不足は乗り切れない。
しかし、なし崩し的に外国人労働者の受け入れが拡大していくことには異論もある。今回の衆議院選挙の争点の一つでもあった。
人手を不足を補うには、デジタル化や人工知能(AI)を活用した省力化・省人化、人的資本への投資を強化していくことである。しかし、投資余力の小さい中小事業者や現業を抱える事業者、あるいは地方企業にとって、外国人労働力の受け入れ制限は死活問題となる。
労働力確保と生産性向上のバランスをどのように考え、また外国人増加の経済、賃金、財政、社会統合などへの影響を踏まえ、外国人労働者の増加をどのようにコントロールしていくのか、なし崩しでない外国人受け入れ政策が求められる。
Boosting Productivity or Increasing Foreign Labor?
According to the Ministry of Health, Labour and Welfare, the number of foreign workers reached 2.57 million by the end of October 2025, while the number of workplaces employing foreigners stood at 371,000. This represents an increase of 270,000 workers and 29,000 workplaces compared to the previous year. The rapid pace of growth in the foreign workforce has continued since the post-COVID-19 recovery period.
Japan has addressed labor shortages by expanding the participation of women and older workers, supplementing the remaining gap with foreign labor. Labor shortages are expected to worsen further. Japan's working-age population is projected to decline by an average of 700,000 people annually until 2040. Efforts to raise the labor force participation rates of women and older workers are gradually approaching their limits. Unless Japan accepts foreign workers at a pace exceeding the current annual intake of around 300,000, it will be unable to overcome the labor shortage.
However, there is opposition to the gradual, unchecked expansion of foreign worker acceptance. This was one of the issues in the recent House of Representatives election.
To address labor shortages, Japan must focus on labor-saving and labor-reducing measures through digitalization and artificial intelligence (AI), while strengthening investment in human capital. Yet, for small and medium-sized businesses with limited investment capacity, companies with manual operations, or regional enterprises, restrictions on accepting foreign labor are a matter of survival.
A well-considered foreign worker acceptance policy is needed—one that balances securing labor with improving productivity, and carefully controls the increase in foreign workers while considering the impacts on the economy, wages, public finances, and social integration.
提高生产效率还是增加外国劳动力?
据厚生劳动省统计,截至2025年10月底,外国劳工人数达257万人,雇佣外国人的企业数量达37.1万家,较上年分别增加27万人和2.9万家。新冠疫情结束后,外国劳工人数持续以快速步伐增长。
日本通过扩大女性和老年人的劳动参与来缓解劳动力短缺,不足部分则依靠外国劳动力填补。今后劳动力短缺将进一步加剧。预计到2040年,日本劳动年龄人口将以年均70万人的速度减少。女性和老年人的劳动参与率提升已逐渐接近极限,若不能以超过目前每年30万人的速度接收外国劳工,将难以应对劳动力短缺问题。
然而,对于放任式扩大外籍劳工接收的做法也存在异议。这正是本次众议院选举的争论焦点之一。
解决劳动力短缺的关键在于推进数字化与人工智能(AI)应用以实现省力化、省人化,并加强人力资本投资。但对投资余力薄弱的中小企业、从事实体业务的企业以及地方企业而言,外籍劳工接收限制已成为生死攸关的问题。
如何平衡劳动力保障与生产力提升,同时考量外籍劳工增加对经济、薪资、财政及社会融合等方面的影响,如何有效管控外籍劳工增长规模——当前亟需制定一套避免逐步放宽限制的外国劳工接纳政策。
