2025年の外国人労働者は初の250万人超 

厚生労働省は30日、日本国内の2025年の外国人労働者が257万1037人になったと発表した。集計を開始した08年以来、初めて250万人を超えた。増加率は11.7%で、前年より0.7ポイント鈍化したが、3年連続で10%を超える伸びが続いている。この数字は、同じ時期の雇用者全体の約4%を占める。

国籍別では、ベトナムが60万人で23.6%、中国が43万人、フィリピンが26万人だった。増加率が最も高かったのはミャンマーで42.5%増えた。次いでインドネシアが34.6%増、スリランカが28.9%増だった。

外国人の人材獲得では、日本は韓国や台湾と競合するが、日本は治安の良さと文化的な魅力で、日本が選ばれるケースがある。

業種別の増加率では、介護をはじめとする医療・福祉が25.6%増、宿泊・飲食サービス業が17.1%増、建設業が16.1%増だった。人数が最も多いのは製造業の63万人だった。

政府は、外国人の技能実習制度に代わる新制度「育成就労」について27年4月から2年間の受け入れ枠(上限)を42万6200人に設定する。宿泊、外食、介護など17分野を対象に労働者の人手不足に対応する。より習熟度が高い特定技能制度と合わせて123万人まで受け入れられるようになる。

Foreign Workers in Japan to Exceed 2.5 Million for First Time in 2025

The Ministry of Health, Labour and Welfare announced on the 30th that the number of foreign workers in Japan reached 2,571,037 in 2025. This marks the first time the figure has surpassed 2.5 million since statistics began in 2008. The growth rate was 11.7%, slowing by 0.7 percentage points from the previous year, but growth exceeding 10% has continued for three consecutive years. This figure represents approximately 4% of the total workforce during the same period.

By nationality, Vietnam accounted for 600,000 workers (23.6%), followed by China with 430,000 and the Philippines with 260,000. Myanmar saw the highest growth rate at 42.5%, followed by Indonesia at 34.6% and Sri Lanka at 28.9%.

In competing for foreign talent, Japan faces competition from South Korea and Taiwan. However, Japan is sometimes chosen due to its good public safety and cultural appeal.

By industry, the highest growth rates were seen in healthcare and welfare (including nursing care) at 25.6%, accommodation and food services at 17.1%, and construction at 16.1%. Manufacturing had the largest number of workers at 630,000.

The government will set a two-year acceptance cap of 426,200 people for the new “Skilled Development Work” program, replacing the Technical Intern Training Program, starting April 2027. This targets 17 sectors including lodging, food services, and nursing care to address labor shortages. Combined with the higher-level Specific Skills program, Japan will be able to accept up to 1.23 million workers.

按国籍划分,越南籍劳工达60万人(占比23.6%),中国籍43万人,菲律宾籍26万人。增幅最大的是缅甸籍劳工,增长42.5%,其次是印尼籍(34.6%)和斯里兰卡籍(28.9%)。

在吸引外国人才方面,日本虽与韩国、台湾地区存在竞争,但凭借治安良好及文化魅力,日本仍成为部分人才的首选。

按行业划分的增长率显示:以护理为代表的医疗福利业增长25.6%,住宿餐饮服务业增长17.1%,建筑业增长16.1%。其中制造业从业人数最多,达63万人。

政府将从2027年4月起实施替代现有外国人技能实习制度的新制度“育成就労”,设定为期两年的接收上限为42万6200人。该制度针对住宿、餐饮、护理等17个领域,旨在缓解劳动力短缺问题。结合更高技能要求的特定技能制度,日本将可接收总计123万名外国劳工。
