外国人通訳に日本語能力の証明が求められる
出入国在留管理庁は、専門性をもつ外国人向けの在留資格「技術・人文知識・国際業務(技人国)」について、許可の申請時に日本語能力の証明を求める。通訳やホテルのフロントなど、日本語を使い対人業務にあたる職種が対象となる。
4月15日にガイドラインを変更し、運用を始めた。日本語能力試験でN2相当以上の資格の提出を義務付ける。ホテルの業務の名目で在留資格を取得し、実際には別の業務に就かせるといった不法就労の防止につなげる。
留学生として日本に滞在し技人国に移行する場合は引き続き証明は不要とする。日本の大学を卒業している場合や、20年以上日本に居住している外国人は対象外となる。
技人国の資格で日本に在留する外国人は25年末時点で47万人を超える。「永住者」に次いで多い。
政府が1月に取りまとめた外国人政策の「総合的対応策」は「認められた活動内容に該当しない業務に従事する」といった事案へ対応が必要だと記した。
3月には外国人の派遣元と派遣先の企業に、単純労働など資格外の活動をしないと確約する誓約書の提出を求める運用を始めた。
Proof of Japanese Language Proficiency Required for Foreign Interpreters
The Japan Immigration Services Agency (JISA) now requires proof of Japanese language proficiency when applying for the “Specialist in Technical, Humanistic, and International Fields” (Gijinkokku) status of residence, which is intended for foreign nationals with specialized expertise. This applies to occupations involving face-to-face customer service using Japanese, such as interpreters and hotel front desk staff.
The agency revised its guidelines on April 15 and began implementing the new policy. Applicants are now required to submit a Japanese Language Proficiency Test (JLPT) certificate equivalent to N2 or higher. This measure aims to prevent illegal employment, such as cases where individuals obtain residency status under the guise of hotel work but are actually assigned to different duties.
Proof of proficiency remains unnecessary for those transitioning to the “Technical, Humanitarian, and International Services” status after residing in Japan as international students. Foreign nationals who have graduated from a Japanese university or have resided in Japan for 20 years or more are exempt from this requirement.
As of the end of 2025, the number of foreign nationals residing in Japan under the “Technical, Humanitarian, and International Services” status exceeded 470,000. This is the second-largest group after “Permanent Residents.”
The government’s “Comprehensive Measures” for foreigner policy, compiled in January, noted the need to address cases where individuals “engage in work that does not fall under their authorized activities.”
In March, the government began implementing a policy requiring both the dispatching and receiving companies of foreign workers to submit a written pledge confirming that the workers will not engage in activities outside the scope of their status, such as unskilled labor.
要求外国口译员提供日语能力证明
出入国在留管理厅针对面向具备专业技能的外国人的在留资格“技术、人文知识、国际业务(技人国)”,要求在申请许可时提供日语能力证明。该规定适用于口译、酒店前台等需要使用日语从事人际服务的职位。

截至2025年底,持“技术、人文知识、国际业务”资格在日本居留的外国人已超过47万人。这一数字仅次于“永久居民”。
